중소기업혁신을 위한 표준지원시스템 연구: 해외사례 분석을 통한 정책시사점의 모색

최근 표준 및 표준화가 국가경제, 산업, 그리고 기업경영에 있어서 핵심 경쟁요소로 부각되고 있는 상황에서, 본 논문의 목적은 해외에서의 중소기업혁신을 위한 표준제도 및 관련정책을 살펴봄으로써 우리나라에 대한 정책적 시사점을 찾아보는 것이다. 이를 위해 먼저 중소기업의 표준화 활동 지원에 관한 선행연구를 검토하고, 사례분석의 틀로서 표준기술시스템 개념을 정립한다. 해외사례로는 본 연구의 분석틀에 가장 적합하다고 판단되는 독일의 DIN-NAM과 싱가포르의 SPRING을 선정하여 분석하였다. 연구결과, 이 두 시스템은 각각 중소기업을 위한 표준기술시스템의 구성요소들, 즉 표준기술하부구조, 제도적 하부구조, 인적자본하부구조, 물적자본하부구조, 산업네트워크, 정부정책 등이 서로 밀접하게 영향을 주고받으며, 잘 작동하는 사례로 평가되었다. 싱가포르의 SPRING은 정부에 의해 인위적으로 창출된 시스템으로서 표준기술능력과 중소기업지원능력이 공존하고 있어서 중소기업을 위한 표준화 프로그램이 효과적으로 진행되고 있고, 표준 관련기관 간 연계가 매우 강하며, 산업협회를 중심으로 한 대기업, 중소기업, 그리고 다국적기업 간 밀접한 네트워킹이 이루어지고 있다. 특히 싱가포르 정부는 표준의 개발보다는 표준의 이행에 초점을 맞춤으로써 중소기업의 생산성을 향상시키는 것으로 나타났다. 독일의 DIN-NAM은 SPRING과 달리 인위적으로 창출되었기보다는 NAM이 주체가 되어 국가표준화기관인 DIN과 기계플랜트산업협회인 VDMA와의 연계와 능력을 활용하는 자생적인 시스템이다. 하지만 시스템 내에서 산업협회의 역할이 매우 활발하고 또한 중요하다는 점에서는 SPRING과 같다. 따라서 정부가 단순히 중소기업 표준화의 시장실패를 보정하는 방법을 강구하기보다는 하나의 표준기술시스템(standards technological system)으로 탄생되어 진화하는 지속가능한 표준지원시스템을 고안하는 것이 바람직하다.
Abstract
Recently, standards and standardization are emerging as a core competence factor in national economy, industry, and firm. The purpose of this paper is to examine the standards system and related policies for SMEs' innovation in foreign countries and suggest some policy implications for Korea. To do this, we review the previous studies on support for standardization activities of SMEs and establish the concept of standards technological system as a framework of analysis. As the case of overseas countries, DIN-NAM in Germany and SPRING in Singapore were selected and analyzed. As a result of the study, these two systems are closely related to the components of the standards technological system for SMEs: standards technological infrastructure, institutional infrastructure, human capital infrastructure, physical capital infrastructure, industrial network, and government policy. The cases were evaluated as an example that works well. SPRING Singapore is an artificially created system established by the government. As the standardization capability and the SMEs support capability coexist, the standardization program for SMEs is effectively conducted, the standard-related organizations are very strong, and there is close networking between large corporations, small businesses, and multinational corporations. In particular, the Singapore government appears to improve the productivity of SMEs by focusing on the implementation of standardization rather than the development of standards. Unlike the SPRING, the DIN-NAM of Germany is a natural system not being artificially created. The system utilizes the linkage and ability of DIN(national standardization organization) and VDMA( machinery plant industry association). However, it is like SPRING in that the role of industry associations in the system is very active and important. Therefore, it is desirable to devise a sustainable system that evolves into a standards technological system, rather than simply seeking a way to correct the market failure of SME standardization.
