Abstract
Charter schools in Florida have been the fastest growing school choice. Little is known about the factors that are related to the growth of charter schools. This study attempted to clarify factors influencing the growth of charter schools in Florida. In doing so, first, we tried to understand diverse parts of charter school through NPM, and then recognized market and institutional theory as underlying theoretical frame of charter school growth. We examined diverse aspects of charter schools including school and student, school district, and school community by analyzing panel data from the school years 2006-2007 to 2012-2013 in 37 school districts. As a result of empirical analysis based on market and institutional framework, we found four significant factors related to charter school growth: Free Reduced Lunch and expenditure for FTE (Market Theory Category); class size and school-aged children in poverty (Institutional Theory Category). Market and institutional theory in new public management are relevant approach and explain many parts of the charter school growth. These theories provide useful research framework to understand theoretical background of charter school formation as well as recognize the relevant factors to charter school growth. Free reduced lunch eligible and school-aged children in poverty are important to explain charter school growth. Student welfare support and school surrounding environment are more important than educational performance or student composition in charter school growth.
