Abstract
The purpose of this paper is to study how the political corruption of local government is affected by the change of institutional rules such as strengthening regulation on campaign, introduction of political nomination for local councilors, adoption of the multi-member district system, and the intra-party decentralization of the major parties that have been applied since the 2006 general local election in Korea. In order to examine the continuity and change of political corruption, the entire legal cases of local corruption by elected local officials were collected and analyzed with statistical program. Statistical analysis draws new findings as well as confirms the results of the previous studies as follows. First, political corruption while seeking office by mayoral candidates increased, but the same kind corruption by elected councilors decreased after the change of institutional rules. In contrast, political corruption while holding office had no significant change. Second, political corruption while seeking office by mayoral candidates increased significantly in the small urban districts under the influence of strong regionalism after the change of institutional rules. However, political corruption while seeking office by local councilors decreased in the big city governments with minimum influence of regionalism after the institutional change. Finally, the change and continuity of the political corruption after the institutional change is closely related to the number of national assemblyman. In sum, the result of this research reveals that the institutional rules affected political corruption while seeking office and indicates that national assemblyman was concerned with political corruption in local government after the change of institutional rules in particular.
