민관협력 거버넌스 재난관리 구성요소 중요도 평가

최근 재난이 점점 대형화되고 복잡해지면서 재난에 대응하기 위한 주체도 정부에서 정부와 민간부문으로 변화되었다. 대규모 재난이 발생할 경우, 정부만이 재난에 대응하는 것이 곤란하고 민간과 협력하여 재난에 대응하여야 함으로, 민관협력 거버넌스를 통한 재난관리를 하기 위해서는 필요한 구성요소 중 가장 중요한 것이 무엇인지 알아보기 위하여 PDCA모델을 이용하여 AHP분석을 하였다. 그 결과 공무원과 민간전문가는 똑같이 재난대응역량의 중요도가 가장 높았다. 하지만 두 번째와 세 번째의 중요도에 있어서는 차이가 나타났다. 공무원은 재난발생 이후의 민관협력체계를 바탕으로 한 정보 공유를 통하여 재난에 효과적으로 대응하는 것이 중요한 것으로 평가하였지만, 민간전문가는 재난에 대비하기 위한 교육과 훈련, 재난에 대응하기 위한 민관 협력체계를 중요시하는 것으로 나타났다. 이 결과로 공무원은 재난이 발생하면 즉시 대응하여 피해를 최소화하고, 피해의 신속한 원상복구에 중점을 두는 반면 민간전문가 입장에서는 재난 발생 전 단계인 예방과 대비를 통하여 재난으로부터 피해를 최소화 또는 회피하는 것에 중점을 두고 있는 것으로 판단되었다. 효과적인 민관협력 거버넌스 재난관리는 본 연구결과에서 나타난 공무원과 민간전문가 간의 차이를 줄여 유기적 통합이 이루어지면 가장 효과적인 재난관리가 이루어질 것이라고 결론지었다.
Abstract
Recently, as disasters have become larger and more complex, the subjects to cope with disasters have also changed from the government to the government and the private sector. The government and the private sector will work together to find out what factors are necessary to manage disasters, and which of the components of public-private cooperation governance is the most important to respond to disasters. In this study, the importance of disaster management components through public-private cooperation governance is to be determined through AHP analysis by utilizing the PDCA model. The research method selected disaster management components through disaster management laws and prior research surveys, and verified the importance of disaster management components by utilizing individual surveys of disaster officials and private experts. Through these studies, this paper aims to theoretically organize the theory of disaster management through public-private cooperation governance and to present policy suggestions to enhance the efficiency and expertise of the disaster management system through public-private cooperation governance.
