Abstract

This study conducted an empirical analysis on the impact of ICT on social capital at the national level. In the analysis model, ICT was set as a universal connectivity index, a meaningful connectivity Index, and a result that synthesized these two indices, and the five component indices of social capital and the result that synthesized these five indices were set as component variables. The analysis results showed that overall, ICT has a positive effect on social capital, but in detail, the effect on the composition index of social capital differs depending on the group to which the country belongs and the composition index of ICT. The policy proposals are as follows. First, policies should be established to enhance social inclusion through ICT. Second, online platforms should be utilized to promote connections between people and provide opportunities to participate and cooperate in local communities or interests. Third, online policy participation platforms should be established to provide opportunities for citizens to express their opinions on common issues and discuss solutions. Fourth, various educational programs should be provided, and social participation should be encouraged through offline and online educational platforms. Fifth, online participation and discussion processes should be premised on openness and diversity
