Abstract

The number of births in Korea has been declining steadily from 1.01 million in 1970 to 230,000 in 2023, and the country is facing the reality of regional extinction. Despite the fact that the government has invested huge financial resources to respond to the declining birthrate and to resolve regional imbalances, more than half of basic local governments are at risk of regional extinction as of the end of 2022. Although recent studies have been conducted to analyze the actual situation and causes of local governments' disappearance, they are limited to cross-sectional analyses and do not seem to be in line with the situation in Korea, which has been experiencing unbalanced development centered on the metropolitan areas. Therefore, this study was conducted to identify the impact of population change, economic conditions, living environment, and financial capability factors on the risk of regional extinction using time series data from 2014 to 2022 for 226 cities, counties, and districts nationwide, including Jeju Island and Sejong City, and to determine whether the impact differs between metropolitan and non-metropolitan areas. The analysis shows that the population growth rate, number of childcare centers, and financial independence have a statistically significant effect on regional extinction, while the number of medical personnel does not have a statistically significant effect. The number of businesses and employees have a significant negative effect in metropolitan areas, while the number of cultural facilities has a significant negative effect in non-metropolitan areas. This may mean that the demographic change of low birthrate and aging is an irresistible trend even in the metropolitan areas. Therefore, based on these findings, this study makes policy recommendations that it is necessary to make policies against regional extinction in the long term perspective, expand financial resources that local governments can use autonomously, and expand childcare facilities for the influx of young women rather than expanding cultural facilities such as libraries, museums, and art galleries.
