Abstract
In order to effectively respond to the increasingly complex and rapidly changing administrative environment, innovative behavior grounded in public service values among public sector employees is essential. While post-bureaucratic organizational culture may function as a key moderating factor in promoting such behavior, empirical research on this topic remains relatively scarce. This study investigates the effect of public servants’ recognition of public values on innovative behavior, with a particular focus on the mediating role of organizational commitment and the moderated mediation effect of a post-bureaucratic organizational culture. Using data from the 2024 Public Service Life Survey conducted by the Korea Institute of Public Administration, the study applies hierarchical regression analysis and a bootstrapping technique. The results show that public values have a significant direct positive effect on innovative behavior, as well as a significant indirect effect through organizational commitment. Furthermore, this mediating effect is strengthened in organizations characterized by a higher level of post-bureaucratic culture, and this moderated mediation path is also statistically significant. These findings empirically validate the mediating mechanism whereby public values influence innovative behavior through organizational commitment, and confirm the moderating effect of post-bureaucratic culture. The study offers theoretical implications by supporting an integrated explanatory framework based on social exchange theory and self-determination theory. In terms of practical implications, the findings suggest the need for reforms in HR systems to foster internalization of public values, strategies for enhancing organizational commitment through job and leadership design, and institutionalization of flexible organizational cultures that promote autonomy and collaboration.
