미국, 호주, 영국의 엘리트운동선수들을 위한 경력개발 및 진로전환 지원프로그램 비교연구: 정책적 함의 및 대안 도출

초록

이 연구는 미국, 호주, 영국의 엘리트운동선수들을 위한 경력개발 및 진로전환 지원 프로그램의 비교․분석을 통해 얻어진 결과를 바탕으로 국내 정책수립에 기초가 될 정책적 함의 및 대안을 도출하고자 하였다. 이에이 연구는 크게 3단계의 연구맥락에 따라 진행하였다. 첫째, 국가 간 기술적인(descriptive) 비교를 하기 전경력개발 및 진로전환 관련 지원 프로그램의 세계적인 정책 동향을 고찰하였으며, 둘째, 이 연구의 핵심적인부분으로서 다수-사례연구(multiple-case study)방법을 채택하여 국가 간 비교연구를 하였으며, 셋째, 연구의 마지막 단계에서는 국가 간 비교․분석을 통해 얻어진 결과를 통해 국내 관련 정책 수립에 기초가 될 수있는 정책적 함의 및 대안을 도출하고자 하였다. 이러한 일련의 연구방법을 통해서 얻어진 결론은 2개의 정책적 함의와 3개의 대안으로 결론지어졌다. 첫째, 엘리트스포츠경기력 향상을 위한 유인정책의 집중된 패러다임으로부터 탈피하여 엘리트운동선수들의 자아발전과 균형 있는 삶의 영위를 고려하는 정책 패러다임으로의 보다 근본적인 인식의 변화가 이루어져야 한다. 둘째, 국가대표 출신 은퇴선수를 대상으로 하는 재정지원 위주의제도적 지원에서 벗어나 엘리트운동선수들의 전반적인 삶을 지원하는 프로그램이 추진되어야 할 것이다. 그리고 위의 첫 번째와 두 번째에 제시된 정책적 함의를 토대로 도출된 구체적인 대안은 다음과 같다. 첫째, 호주의사례에서 언급된 The Elite Athlete Friendly University(EAFU) 프로젝트가 유용한 정책대안이 될 수있을 것으로 판단된다. 둘째, 대한올림픽위원회가 Adeco기업과의 협약을 맺는 것을 검토할 필요성이 제기된다. 셋째, 엘리트운동선수들을 위한 경력개발 및 진로전환 지원프로그램을 담당할 상담전문가 내지는 전문코디네이터를 양성할 필요가 있다.

Abstract

This article seeks to inform national sport policy by using evidence from a comparative study of elite athlete career development and transition support programs in the United States, Australia and the United Kingdom. First, the paper reviews global trends in career development and transition support programs for elite athletes. Second, the article conducts a comparative study of elite athlete career development and career transition support program in the three countries by employing a multiple-case study design. Third, two suggestions and three alternatives are proposed on the basis of the empirical work conducted. Policy implications are as follow: First, the paper suggests that fundamental change is needed in the provision of elite athlete career development and career transition support. Second, there is a need for the current system to change, as this has been almost exclusively on national athlete-oriented financial aid, to a more holistic program. Policy alternatives are as follow: First, the 'Elite Athlete Friendly University' (EAFU) is proposed as an alternative to the Korean collegiate sport development. Second, it is suggested that the Korean Olympic Committee consider cooperation with Adeco Group in order to implement the IOC's Athlete Career Program. Third, the article finishes by calling for professional counsellors and career development coordinators for elite athletes to be introduced to Korean sport.
