상수원관리지역의 토지이용가치 손실 평가에 관한 연구 : 한강수계 하남시 상수원보호구역을 중심으로

본 연구는 상수원관리지역의 환경규제정책이 실제 토지이용가치의 변동과 어떠한 관계를 형성하고 있는지 파악하고자 하는 것이 목적이다. 연구대상지역으로 선정한 하남시는 상수원관리지역의 유형 중 가장 강력한 규제에 해당하는 상수원보호구역이 오래전부터 설정되어온 지역이다. 본 연구는 비동질적 통제집단모형을 통하여 수행하였다. 해당 지역에 중첩적으로 설정되어 있는 토지이용규제를 통제한 상태에서 상수원관리지역의 설정여부가 토지가치에 어떠한 영향을 미치는지 6가지의 가상적 실험상황을 이용하여 분석하였다. 분석결과 1998년에서 2003년 사이의 기간을 제외하고는 상수원보호구역의 설정이 토지가격 변동에 크게 차이를 주는 요인이 아닌 것으로 나타났다. 최근 5년간 지가상승을 제외한다면 지목별로 토지가격변동에 차이가 있는 것으로 나타났다. 또한 지목과 규제의 상호작용효과를 검정한 결과 지목별로 토지가격변동에 차이가 있으나 1993년에서 2003년의 기간중 상수원보호구역이라는 효과로 인하여 그 차이가 크게 달라진 것으로 나타났다. 1998년부터 2003년까지 규제로 인한 토지가격 상승률의 차이는 큰 것으로 나타났으며 이는 1998년에 시행된 팔당호수질관리종합대책의 일환으로 인하여 강화된 규제로 인한 것으로 여길 수 있다. 또한 최근 5년간 비이상적인 부동산가격의 상승은 규제로 인한 차이를 줄인것으로 나타났다. 본 연구는 상수원관리지역과 이용지역 간 존재하였던 규제의 효과에 관한 의견차이를 좁히고 사회적 합의를 도출하는데 토대가 될 수 있는 기초연구로서 의미가 있다.
Abstract
The purpose of this study is to know the relationship between the values of land and environmental land use regulation. The region of this study is the city of Hanam. It belonged to the water protected zones that is the strongest environmental land use regulation. This study uses non-equivalent control group design and controlled the another factor related land use regulation. The six experimental situation was analyzed. The results shows that the water protected zones don't affect the values of land. The classification of land is the significant factor to affect land value except latest 5 years. Also, the interaction effect of two factor shows that the water protected zones affect the land value between 1993 and 2003. From 1998 to 2003, the increases of land price was large gap for land use regulation. It was explained the Paldang water-purity control policy in 1998. and In the latest 5 years, the irrational and unusual raise rate of real estate decrease the gap. This study has some importance as a basic analysis for consensus in water system.
