지방행정체제 개편의 경로진화 연구 : 역사적 제도주의 관점에서 우리나라 시 설치 정책을 중심으로

초록

본 연구는 지난 63년간(1949-2012) 우리나라 시 설치 정책의 변화과정을 역사적 제도주의 시각에서 분석함으로써 지방행정체제 개편에 대한 통시적이고 종합적 이해를 제공하고 현재 추진 중인 논의에 함의를 도출하고자 하였다. 분석 결과 우리나라 시 설치 정책은 네 번에 걸쳐 큰 변화를 겪었으며 시대별로 내･외부적인 자극에 의하여 새로운 정책이 추진되었다. 이러한 정책의 변화를 역사적 제도주의의 경로진화 모형을 적용하면 ‘경로의 우연(contingency)한 설정(1949-60)’ → ‘표류와 전환(drift & conversion, 1961-80)’ → ‘적응을 통한 재생산(reproduction by adaption, 1981-93)’ → ‘가겹과 표류(layering & drift, 1994-2008)’ → ‘추가적인 가겹(layering, 2009-12)’의 모습이 나타난 것으로 요약될 수 있다. 최근의 제도변화는 높은 정치적 비토 가능성과 낮은 수준의 관료 재량성을 특징으로 하고 있다. 따라서 지방행정체제 개편도 인위적인 개편보다는 대도시에 대한 재정 및 자치권에 대한 과감한 인센티브 등 지역이 스스로 선택할 수 있는 제도적 장치를 추가적으로 마련할 필요가 있다는 함의를 도출하였다.

Abstract

This study analyses institutional evolution focusing on the policy of raising the status of city and its reorganization from the perspective of historical institutionalism in South Korea for the last 63 years. Historically the policy can be divided into five periods being affected by endogenous and exogenous impact. This research found the characteristics of the policy changes as following: contingency(1949-60) → drift & conversion(1961-80) → reproduction by adaption(1981-93) → layering & drift(1994-2008) → layering(2009-12). Recently the policy change in this area may be characterized as high veto possibilities and law discretionary power comparatively. Some implications in reorganization policy of local administrative district can be found that the policy could present some incentives financially and autonomously to big cities, which makes individual cities decide their consolidation with others by themselves, rather than government initiatives.
