화장시설은 대표적인 님비시설로 서울특별시와 고양시도 최근 3년 동안 화장시설인 서울시립승화원(벽제화장장)으로 인한 피해 보상 문제로 갈등을 겪었다. 그러나 헤도닉 가격기법을 사용한 실증연구들은 혐오시설이 주변지역 부동산 가격에 미치는 영향에 관하여 상충되는 결론을 제시하고 있다. 이에 본 연구는 시립승화원을 중심으로 반경 5㎞내의 고양시 토지들의 지가변동자료를 분석하여 시립승화원으로부터의 거리에 따라 지가변동에 유의미한 영향을 주는 것으로 판단할 수 있는지 알아보고자 패널자료를 활용한 확률효과모형분석을 진행하였다. 분석결과 개발제한구역 지정 여부와 토지의 용도, 토지의 형상지세는 유의미한 설명력을 갖는 반면, 서울시립승화원으로부터의 거리는 개별공시지가를 통계적으로 유의미하게 설명하지 못하였다. 그러나 본 연구에는 일정한 한계가 있는 만큼 그 결과의 해석과 일반화에는 신중을 기하여야 할 것이다.
Abstract
A crematorium is one of the typical NIMBY facilities. Recently Seoul and Goyang city governments has conflicted with the Seoul Metropolitan Memorial(crematorium) for three years. Among many recent empirical studies which used the Hedonic Price Function Model, however, there is no coherent results about the effect of NIMBTY facilities on the land price of neighborhood. This study analyses the effect of the Seoul Metropolitan Memorial on land price in Goyang city, using seven years panel data. From the result of the random effect model analysis, we can conclude that the distance between from the crematorium did not affect land price. But there are some limits in the analysis, we should interpret and generalize the conclusion carefully.
