지금까지 공공문제 해결과정에서 관주도의 하향적(top-down)방식이 지배적이었다. 그러나 급변하는 위험환경에의 대응을 위해 공동체구성원의 참여, 소통, 협력의 바탕에서 문제해결을 넘어 가치창출을 위한 대안적 시각이 필요하다. 본 연구는 정책문제 해결을 위한 새로운 접근으로서 공동가치 창출(Co-creation)의 의미와 가능성을 모색하고자 한다. 지역차원에서 전개된 안전도시 공인사례를 바탕으로 지역안전문제 해결을 위한 대안적 접근의 본질을 고찰하고, 안전가치 창출을 위한 정책방안과 시사점을 도출하고자 한다. 사례분석 결과, 선진 안전도시인 레드세핑과 토론토는 안전가치와 요구에 부응하여 안전네트워크, 프로그램 그리고 상호협력체계의 바탕에서 시민참여 및 시민주도형으로 전개되면서 안전가치가 시민생활에 투영되고 안전체계가 지속가능성을 유지하였다는 점에서 천안시와 차별성을 드러냈다. 장차 국내의 지역사회가 안전공동체를 지향하는 과정에서 지속가능한 안전 Co-creation체계가 요구되는 바 시민참여기반에서 안전도시 관련 법제도와 운영시스템, 안전한 생활공간을 위한 교통 및 범죄예방 프로그램, 각종 재난 재해대비 관련 끊임없는 자발적 노력이 실천되어야 함을 시사한다.
Abstract
Whatsoever the situation and the environment changes, the responses also change accordingly. The government exists to solve public problems. Recently, community responsibility of the safety project is gradually increasing. Therefore, the local government is expanding its role, taking over more of the management of the Safety Community program and attempting to raise funds from central government and businesses to make it sustainable. This study draws on experiences of safety community program and research about advanced cases of safety communities. The case studies examine the two locations, setting out the local context for describing the process, results and lessons learnt. This alternatives are necessary and important, and recent years have seen an increase in participatory and community-based approaches to issues like policing, small arms control and crime prevention.
