지역특화산업 육성을 위한 지자체연구소 구축사업 성과평가: 산청한방약초연구소를 중심으로

초록

지자체연구소의 활성화는 지방산업과 중소기업이라는 우리 경제의 소외지대를 연구개발 기반의 강화를 통해 재창조한다는 전략적 의미를 담고 있다. 이에 본 연구는 지식경제부의 주도하에 설립된 19개의 지자체연구소와의 포괄적 비교를 전제한 상태에서 경상남도 산청한방약초연구소를 집중분석사례로 선정하여 성과평가(기관형성, 연구개발, 기업지원, 경영관리)를 수행하였다. 분석결과, 기관형성과 연구개발 분야가 상대적으로 양호했던 반면에 기업지원과 경영관리 분야는 미흡한 것으로 나타났다. 하지만 기초단위 연구소라는 척박한 기관형성 여건에도 불구하고 비교적 성공리에 하드웨어와 소프트웨어의 구축일정을 준수한 것은 향후 연구소 발전을 위한 핵심동력이 될 것으로 분석된다. 또한 R&D 분야를 구성하는 세부지표 모두에서 기대이상의 성과를 산출한 점도 고무적이다. 이를 바탕으로 도출된 연구소의 미래 발전전략은 향후 다층 거버넌스를 반영하는 정책추진체제의 재설계 전략 및 내외부 고객만족을 지향하는 정책수단의 동원 전략이 필요한 것으로 분석되었다.

Abstract

Expanding of a local government’s research institute has a strategical meaning to reinvent the marginalized sectors of our economy like local industry and small-medium sized businesses through building up R&D infra-foundation. Accordingly this study has evaluated the performance of the Sancheong Herb Institute as one of the cases which are 19 local governments’ institutes established by the Ministry of Knowledge & Economy. Given the results of evaluation of the four main areas for the last five years from 2008, it shows that institution building and R&D parts have been relatively satisfactory. On the other hand, it also shows that business supports and business-management parts have not been relatively up to the good performance. However, this institute has been relatively successful to meet the deadline for building hardware and software despite having very poor conditions in terms of institution building as a basic research. This will act as a dynamic force in activating the research institute for the future. In addition, it is encouraging that the institute achieved quite good performance beyond expectation in all detailed indicators of the R&D sector. After all this study suggests such five recommendations for the long-term development of the research institute on the basis of the last five years’ merits and demerits as activating the product line through linking with the research building; rebuilding governance in and our of the institute research and tightening up the strategical planning; promoting the cluster based development of local industries; guarantee of the staffs’ status for training elite researchers and building up a incentive system; customer satisfaction and promoting the ability of public relations.
