Abstract
(Background and Purpose) As the global shift toward sustainable urban mobility and eco-friendly transportation infrastructure gains momentum, Electric Motorcycle Battery Swapping Stations (EM-BSS) are emerging as key components of future-oriented transport systems. This study focuses on public EM-BSS stations in Seoul and aims to identify core elements of sustainability by analyzing user perceptions and satisfaction. By addressing environmental, social, and economic dimensions of sustainability, the research seeks to assess the strategic value of EM-BSS as urban infrastructure and propose directions for future improvement. Through an empirical, user-centered approach, this study highlights the necessity of designing and operating EM-BSS in ways that harmonize with the urban environment. (Method) The study conducted a structured survey with 79 citizens who had direct and recent experience using public EM-BSS in Seoul. Importance–Performance Analysis (IPA) and a modified IPA method proposed by Deng (2007) were applied. Five key sustainability elements—renewable energy integration, modular and flexible design, urban aesthetics, green infrastructure connectivity, and circular low-impact design—were established as core analysis items. Relative importance and satisfaction for each item were measured, and their quadrant distribution was analyzed using the modified IPA method to clarify the relationship between importance and satisfaction, enhancing both analytical clarity and strategic usability in policy contexts. (Results) The analysis revealed that users perceived ‘urban aesthetics and spatial harmony’ and ‘green infrastructure connectivity’ as the most important sustainability elements of EM-BSS, both showing a strong positive correlation with overall satisfaction. According to the modified IPA analysis, ‘modular and flexible design,’ ‘green infrastructure connectivity,’ and ‘urban aesthetics and spatial harmony’ were located in Quadrant II, indicating areas requiring prioritized improvement and investment for enhanced user engagement. In contrast, ‘renewable energy integration’ was positioned in Quadrant III, showing relatively lower importance and satisfaction, while ‘circular low-impact design’ appeared in Quadrant IV, suggesting resource reallocation and operational maintenance efficiency adjustments. (Conclusions) This study holds significance in moving beyond a purely technology-centered approach to EM-BSS infrastructure, providing a multidimensional analysis that integrates user experience, social context, and urban environmental factors. It empirically confirms that in public-sector charging stations, elements such as accessibility, aesthetics, and harmony with local environments are directly linked to user satisfaction and community acceptance. By applying the modified IPA method, the study contributes to refining public infrastructure evaluation systems, enhancing policy effectiveness, and rationalizing resource allocation processes. The findings can serve as practical reference data for urban mobility policies, design guidelines, spatial planning, and sustainable service operation strategies in future city development projects, ensuring alignment with both local needs and global sustainability objectives and priorities.
