한국 중소도시 미군기지 주변의 근린 비교와 특성 연구

한국전쟁 이후 체결된 한미상호방위조약과 한미행정협정에 의해 전국 각지에 주한미군 부대가 주둔하게 되었다. 미군기지는 한국 속의 미국으로 한국 시민들의 출입과 사용이 제한되어 왔다. 주한미군의 부대 등 군사 목적의 사용지는 공여구역으로 명명되었고, 그 수는 129개 소에 달한다. 이중 80개 소가 반환 예정이며, 주한미군의 핵심 군사 시설들은 평택의 캠프 험프리스(US Army Garrison Humphreys)로 대거 이전 중이다. 기존 공여구역들이 서울, 부산, 대구 등 대도시에 입지한 것 이외에도 동두천, 의정부, 평택, 칠곡, 군산, 포항 등과 같이 중소도시에 입지한 경우도 많다. 이 연구는 중소도시가 쇠퇴하는 현 상황에서 중소도시 내 미군기지 특성 연구가 의미가 있으며, 지역 쇠퇴 극복을 위한 해답 모색이 필요하다는 배경에서 시작되었다. 이 연구의 목적은 미군기지들이 중소도시에 입지한 사례가 많다는 점에 착안하여 미군기지 주변 근린 지역을 비교하고, 그 특성을 파악하는데 있다. 집계구나 동, 리 단위의 지도화를 통해 기술통계적 비교를 수행하였다. 또한 현장 조사를 통해 지역의 실제 현황에 대하여 파악하였다. 연구 결과, 중소도시에 입지한 미군기지들의 주변 근린은 주거를 뒷받침하는 기능이 부족하며, 군사 시설의 인접으로 개발이 어려운 점을 확인하였다. 또한, 지역 교통의 흐름이 군 기지 위주로 발생하며, 도심부와의 이격성으로 공공복지가 부족함을 판단하였다. 하지만 다양한 문화가 병존하며, 이를 통한 지역 활성화를 시도할 수 있다. 이 연구는 중소도시에서 미군기지의 입지로 형성된 주변 근린 지역의 특성과 실태를 이해하는 군사지리학의 기초가 될 것이다.
Abstract
The Mutual Defense Treaty between the United States and the Republic of Korea and the Korea-US Administrative Agreement which are signed after the Korean War resulted in the presence of US troops in various parts of the country. US military bases are the United States in Korea, and the access and use of Korean citizens have been restricted. The location of use for military purposes, such as units of the US Forces in Korea, was named a donor area, and the number reaches 129. Of these, 80 areas are scheduled to be returned, and a large number of the core military facilities of the US Forces in Korea are being relocated to the US Army Garrison Humphreys in Pyeongtaek. In addition to the existing donor areas being located in large cities such as Seoul, Busan, and Daegu, there are many cases where they are located in small and medium-sized cities such as Dongducheon, Uijeongbu, Pyeongtaek, Chilgok, Gunsan, and Pohang. This study began with the background that research on the characteristics of U.S. military bases in small and medium-sized cities is meaningful in the current situation in which small and medium-sized cities are declining, and it is necessary to find answers to overcome regional decline. The purpose of this study is to compare neighboring areas around US military bases and to understand their characteristics, focusing on the fact that there are many cases where US military bases are located in small and medium-sized cities. Descriptive statistical comparisons were performed through mapping of aggregation, Dong, and Ri units. In addition, through field surveys, the actual status of the region was grasped. As a result of the study, it was confirmed that the surrounding neighborhoods of US military bases located in small and medium-sized cities lacked the function of supporting housing, and that development was difficult due to the proximity of military facilities. In addition, it was judged that the flow of local traffic occurred mainly on military bases, and public welfare was insufficient due to the separation from the city center. However, various cultures coexist, and through this, it is possible to attempt to revitalize the region. This study will be the basis of military geography to understand the characteristics and actual conditions of neighboring areas formed by the location of US military bases in small and medium-sized cities.
