본 연구는 대규모 공공 행사에서 경찰 배치 규모를 결정하는 요인을 규명하고, 배치 관행의 지역적 격차를 분석하는 것을 목적으로 하였다. 2024년 1월부터 10월까지 전국 18개 지방경찰청의 데이터를 활용하여 경찰 자원 배분에 대한 실증 분석을 수행하였다. 본 연구는 이론적 논의를 통해서 도출한 변수들을 바탕으로 전국 단위의 행사 수준 데이터를 사용하고 음이항 회귀모형을 적용하였다. 분석 결과, 참가자 수가 경찰 배치 규모를 결정하는 가장 중요한 요인으로 나타났다. 또한 민간 경비와 지방자치단체 지원 인력은 경찰 투입과 함께 증가하는 경향을 보여, 특히 위험도가 높은 행사에서 민간 및 공공 자원이 경찰 인력을 대체하기보다는 보완하는 역할을 하고 있음을 확인하였다. 아울러 지방경찰청 간에 경찰 경력배치에 격차가 확인되기도 하였다. 본 연구의 결과는 경찰 배치 매뉴얼의 개선, 대규모 행사에 대한 표준화된 평가 기준의 확립, 경찰과 민간 주체 간 제도화된 협력 강화에 실증적 근거를 제공할 수 있다.
Abstract
This study investigates the factors that determine the scale of police deployment at large-scale public events and examines regional disparities in deployment practices. Drawing on data from 18 provincial police agencies across South Korea between January and October 2024, we conduct an empirical analysis of police resource allocation. Unlike previous research that focused on the Seoul metropolitan area or earlier periods, this study employs nationwide event-level data derived from theoretically informed variables and applies a negative binomial regression model. The results show that the number of participants is the most significant determinant of police deployment. Moreover, private security personnel and local government support staff increase alongside police presence, indicating that civilian and public resources complement rather than substitute police manpower, particularly in high-risk events. Substantial disparities were also identified across provincial police agencies, suggesting inconsistent deployment practices nationwide. These findings provide empirical evidence to inform the improvement of police deployment manuals, the establishment of standardized evaluation criteria for large-scale events, and the strengthening of institutionalized cooperation between police and civilian actors.
