대규모 시민참여 행사의 안전개최를 위한 민간경비 활용방안에 관한 연구

한국의 위상이 높아짐에 따라서 대규모 시민참여 행사가 개최되고 있다. 이러한 행사에 있어서는 무엇보다 시민들의 안전관리가 중요하다 이 연구는 대규모 시민참여 행사를 안전하게 개최하기 위해 민간경비가 어떻게 활용되어야 하는지 살펴보고 정책적인 대안을 제안하고자 한다. 이를 위해서 이 연구는 대구광역시에 거주하는 시민을 대상으로 대규모 시민참여 행사시 안전한 개최를 위해 민간경비 활용에 대한 인식을 측정하였다. 총 300부를 무작위로 배부하여 성실하지 못한 설문지를 제외하고 총 222부를 분석에 활용하였다. 분석결과 대규모 시민참여 행사시 안전관리의 문제점에 대해서는 첫째, 시민들은 대규모 행사시 안전 불감증을 보이기도 했다. 특히 대규모 행사 참석인원 이동시 교통량 증가로 인한 문제가 존재하였다. 또한 행사 규모별 안전관리를 위한 매뉴얼이 없는 것이 문제가 되었다. 둘째, 대규모 행사시 여러 가지 상황에 대비한 다양한 교육을 필요로 하고 있으며, 대규모 행사에 관한 홍보활동이 강화와 행사장 통신시설 안전이 부족한 것이 문제로 나타났다. 이와 더불어 대규모 사고발생시 신속하게 대응할 수 있도록 하기 위해서는 사고관련 인력의 체계적인 교육훈련이 필요함을 인식하였다. 셋째, 대규모 행사장에 적합한 인력 선발이 이루어 지지 않은 것으로 분석되었다. 넷째, 안전 예방활동 강화를 위한 홍보가 적절하게 이루어지지 않고 있으며, 대규모 행사를 위한 장비의 확충 및 사용법 교육이 미비한 것으로 나타났다. 대규모 행사시 경찰과 민간경비업체간의 업무협조가 잘 이루어 않는 문제가 제시되었다. 이러한 문제점에 대한 개선방안으로 시설물 안전 관리 및 홍보, 안전사고 대책 관련 매뉴얼 개발, 교육훈련 프로그램 및 방법의 체계화, 민간경비 전문인력의 확보, 안전관리 장비의 확보, 경찰과 민간경비업체간의 업무체계 구축 등을 제안하였다.
Abstract
With the status of Korea increasing, a large-scale public participation event is being held. In this event, public safety is the most important of all the other things. In this survey, I suggest the utilization of civilian security service and political alternatives in order to hold the event safely. To achieve this, in this survey I estimated the recognition of people living in Daegu about civilian security service for a large-scale public event to be held safely. Among the total 300 questionnaires, I analysed and utilized 222 questionnaires except some improper questionnaires. The result is in the following. First, there is insensitivity toward safety in a large-scale event. Especially, there is a transportation problem caused by traffic congestion when a great number of participants move. Another problem is the absence of a safety manual. Second, safety training is needed for a variety of situations. Public relations for a large-scale event should be enhanced and communication facilities should be supplemented. Moreover, staff training is needed to act promptly in an accident. Third, skilled people regarding an accident should be recruited. Lastly, safety precaution should be promoted properly. Equipments for a large-scale event and its instructions are not complete. In the event, cooperation between the police and civilian safety service is needed. To improve these problems, the following is needed: managing facilities, promotion, developing safety manual, organizing training programs, securing skilled people, securing safety equipments and constructing the system between the police and civil safety service.
