North Korea's New Stances in its Policy Toward the South in 2023/2024 - Assessing their newness and implications

North Korea has maintained a duplicitous conception of inter-Korean relations and talks differently depending on the audience and political convenience. This paper examines North Korea's seemingly 'new stances' on its South Korean policy in 2023 and 2024. It explains that they were not so new and decisive but associated with one side of its duplicitous traditional arguments, which were hitherto concealed from the South Korean audience. In dealing with the 'new stances,' South Korea needs to strengthen its emphasis on Korean nationhood and the imperative of keeping the peace. In addition, South Korea should take measures to respond to the possibility that the 'new stances' may contribute to increasing North Korea's aggressive capacities and intensifying the level of aggression in the coming years.
