일방통행제 영향권 추정 및 방향성 설정방법 연구: 도시 공간구조 관점에서의 해석

본 논문의 목적은 일방통행제의 실시로 인한 도시 공간구조에 미치는 영향권을 추정하는 것과 함께 일방통행의 방향성을 설정하는 방법론을 제시하는 것이다. 일방통행제를 시행하는 데 영향권과 영향권 범위 내 건물의 용도 등과 같은 토지이용 현황을 고려하는 것은 현실적으로 필요하다. 본 논문은 이런 점을 착안하여 1) 일방통행제의 영향권 추정 방법론을 제안하고 이를 자동화하는 애플리케이션을 개발하였다. 2) 영향권 범위 내 건물의 용도에 부합하는 ‘접근성/도달성’ 지표를 제안하고 이를 이용한 일방통행제의 방향성 설정 방법론을 제안하였다. 본 논문에서 제안한 방법론의 실효성과 타당성을 입증하기 위해 도시 공간구조상 조건이 상이한 서울시와 용인시의 도심지역을 분석 대상지로 선정하여 연구를 진행하였다. 영향권을 분석한 결과 본 논문에서 제안한 영향권 추정 방법론의 실효성을 확인할 수 있었다. 또한 본 논문에서 제안한 방법론을 활용하지 않은 상태에서 예측하기 어려운 점들을 발견하였다. 이러한 발견은 아래와 같이 정리할 수 있다. 1) 일방통행 도로의 방향성을 다르게 설정할 때 수해 지역과 수혜 지역의 위치도 다르게 변한다는 점, 2) 수해 지역과 수혜 지역은 군집되어 있지 않고 분산될 수 있다는 점, 3) 수해 지역과 수혜 지역을 포함한 영향권의 범위는 일방통행제의 유형과 상관없이 거의 동일한 범위와 규모라는 점, 4) 영향권은 일방통행제를 실시한 도로를 중심으로 균일한 원을 형성하지 않는 점 등이다. 그다음 영향권 범위 내 건물의 용도에 부합한 ‘접근성/도달성’ 지표를 이용하여 일방통행제의 방향성을 분석한 결과 실제 운영 중인 일방통행제의 방향과 동일하기에 타당성과 실효성을 확인할 수 있었다. 이에 본 논문에서 제안하는 일방통행제의 영향권 추정과 방향성 설정 방법론을 이용하여서 향후 도로에 대한 일방통행제의 지정과 재정비 시 기초자료로 활용할 수 있을 것으로 보인다.
Abstract
This study is to present a methodology for estimating influential spheres and setting its direction influential urban spatial structure due to the implementation of one-way system. It is practically necessary to consider the influential spheres and current state of land use such as use of buildings within the influential spheres in implementing one-way system. In this respect, this study 1) presented a methodology for estimating influential spheres of one-way system and developed application to automate it. 2) It also presented the indicator of ‘reachability / accessibility’ that are suitable for the use of building within the influential spheres as well as methodology for setting direction of one-way system using this. Downtown areas of Seoul and Yongin, which have different conditions of urban spatial structure, were selected as the analysis target areas for study to prove the effectiveness and validity of methodology presented in this study. As a result of the analysis of influential spheres, the effectiveness of the methodology presented in this study was confirmed. In addition, issues that are difficult to predict without using methodology presented in this study were found. These findings can be summarized as follows. 1) When setting the direction of one-way system differently, the locations of affected areas and beneficiary areas are also different. 2) Affected areas and beneficiary areas are not clustered and can be dispersed. 3) The scope of influential spheres that includes both affected areas and beneficiary areas is almost the same in its scope and scale regardless of the type of one-way system. 4) The influential spheres doesn’t form a circle around the road with one-way system. Next, The result of analysing one-way system direction using the indicator of ‘reachability / accessibility’ that are suitable for the use of building within the influential spheres confirmed the validity and effectiveness since it had the same direction with one-way system in operation currently. Therefore, methodology for estimating influential spheres of one-way system and setting their direction presented in this study is expected to be used as basic data when designating and reorganizing one-way system for roads in the future.
