전 세계적으로 도시축소가 보편적인 현상이 되면서공공시설의 효율성을 향상시키고, 공실을 줄이는 방안을 찾는 데 학계의 관심이 집중되고 있다. 이에 본논문은 공공시설의 효율성이 입지 특성과 운영 방식에 따라 어떻게 달라지는지를 분석하고자 했다. 이용목적에 따라 공공시설을 네 가지 유형으로 구분하였으며, 자료포락분석을 통해 각 시설에 대한 효율성을분석하였다. 그 결과 수도권이나 대도시 일대에 입지한 공공시설의 효율성이 비교적 높게 나타나는 것을확인할 수 있었다. 이후 보다 심도 있는 논의를 위해t검정을 통해 입지 특성과 운영 방식에 따른 시설의효율성 차이를 분석하였으며, 다음의 결과를 도출할수 있었다. 첫째, 공연시설과 체육시설만 입지 특성의 영향을 받는다. 둘째, 동지역이나 시가화지역에공공시설을 건립해야 효율성을 높일 수 있다. 셋째, 직영보다 위탁 방식이 효율성을 높이는 데 더 효과적이다. 한편, 본 논문은 공공시설의 입지 특성을 분석할 때 접근성을 고려하지 못했다는 한계가 있으므로향후 추가적인 분석이 요구된다
Abstract
As urban shrinkage becomes a common phenomenon around the world, academic interest is focused on finding ways to improve the efficiency of public facilities and reduce vacancy. This paper aims to examine how the performance of public facilities differs depending on location and method of operation. Public facilities were divided into four types according to their purpose of use, and the efficiency of each facility was analyzed through data envelopment analysis (DEA). The results show that the efficiency of public facilities located in the capital area or large cities was relatively high. For a more in-depth discussion, differences in facility efficiency according to location and method of operation were analyzed using a t-test, and the following results were derived. First, only concert halls and gyms are affected by location. Second, efficiency can be increased only when public facilities are built in ‘dong’ or urbanized areas. Third, the contracting-out method is more effective in increasing efficiency than direct management. This paper has a limitation in that it failed to consider accessibility when analyzing the location characteristics of public facilities, so additional analysis is required in the future
