초록

본 연구는 지방자치단체가 직면하는 재정운영 여건의 악화를 타개하고자 추진 중인 공공도서관의 위탁운영이 직영의 방식보다 효율적으로 운영되고 있는지 실증적으로 비교 분석하였다. 분석은 서울과 6대 광역시에 소재하는 68개 공공도서관을 대상으로 자료포락분석(DEA: Data Envelopment Analysis)을 실시하여 상대적 효율성을 평가하고, 위탁방식과 직영방식의 상대적 효율성을 비교한 후 비효율성의 요인과 정도를 제시하였다. 분석 결과 기술효율성의 비효율은 상대적으로 순수기술효율성의 비효율에 기인하였으며, 운영방식 간 비교의 경우 위탁방식의 효율성이 직영보다 더 높게 나타났고 Mann-Whitney U 검정결과 유의수준 5%에서 통계적으로 유의하게 나타났다. 위탁의 방식 중 공단위탁과 민간위탁을 비교한 결과 공단위탁이 민간위탁보다 평균효율성은 높게 나타났으나 통계적으로 유의하지 않았으며, 위탁방식에 비해 직영방식의 비효율은 주로 도서관 면적의 운영에서 가장 비효율적으로 평가되었다.

Abstract

This study compared the efficiency of public libraries managed directly by local governments with the efficiency of public libraries managed on consignment, going with to overcome the financial affairs. This can make it find that which management form is more efficient, plus how the main cause and degree of inefficiency is. To achieve this, this study conducted DEA(Data Envelopment Analysis) with 68 public libraries in Seoul and the six megalopolises. Analysis showed that 1) the technical inefficiency was due to pure technical inefficiency, 2) Contracting-out is more efficient relatively than local government management(significant statistically by Mann-Whitney U), while consignment to public corporation is more efficient than it is privatized(non-significant statistically), 3) The inefficiency of local government management is chiefly from the inefficiency of public library's total area.
