Abstract
We examined the impact of knowledge spillovers on the location choices of existing and new high-tech manufacturing establishments. Technologies were classified as related or unrelated to Industry 4.0, and spatial spillover effects were examined using a spatial Durbin model. We analyzed high-tech manufacturing establishments founded before 2019 and new manufacturing establishments founded during 2020-2022. Technological unrelatedness can foster innovation and a stable business environment, positively influencing establishment location. In contrast, 4.0 technological relatedness may support the growth of existing establishments but does not significantly promote the formation of new establishments. Moreover, high technological relatedness generates negative spatial spillover effects, potentially leading to excessive concentration in certain regions. This study highlights the need for balanced policy strategies that address the dual effects of technological agglomeration in spatial planning. We emphasize the importance of adjusting industrial policy to address the tensions between existing and emerging high-tech manufacturing establishments.
