In line with this educational assessment reform, this study diagnosed the ways in which English teachers currently implement the speaking and writing curriculum and conduct performance assessments. The study also investigated how students perceive the necessity of English speaking and writing classes and evaluate the quality of these classes. To collect the data, a survey was administered to English teachers and students in twelve high schools designated to focus on speaking and writing instruction. To complement the analysis and interpretation of the survey results, interviews were conducted with students selectedfrom those who took the survey. Discussing the implication of the findings for English education, and the implementation of the NEAT in particular, the study proposes that English speaking and writing classes should be organized to meet students’ diversified proficiency levels, English teachers themselves should improve their English proficiency and communicative competence with proper support from the government, and various English speaking and writing instruction models should be developed to fit the various needs of Korean high school students.
