급진적 교육관점의 재조명: 탈학교(Deschooling)를 중심으로

사회복지에서 교육은 그 중요성과 관계성에 비해 지금까지 비교적 관심을 덜 기울여 온 분야이다. 근래 학교폭력, 학생인권 등이 사회문제로 지속되자 사회복지에서도 ‘학교사회복지’에 대한 제도화를 추진해 왔고, ‘교육복지우선지원사업’의 확대로 학교에 대한 개입이 증가하고 있다. 하지만 교육 자체나 거시적 관점의 교육과 관련해서는 연구나 논의가 거의 없었다. 공교육이 시작된 이후 다양한 교육문제와 관련해 정부 등의 꾸준한 개선노력이 있어 왔지만 지금까지 그 어떤 노력도 뚜렷한 성과를 내놓지 못한 것이 현실이다. 이런 상태에서 사회복지에서 학교사회복지의 필요성을 주장하고, 그 개입방법이 효과적이라고 강변하기에는 다소 위험하다고 본다. 구조적 변혁 없는 임기응변식 개선은 사회복지사의 개입이든 그 어떤 전문가의 개입이든 효과를 기대하기 어렵기 때문이다. 보다 혁신적인 생각의 전환, 획기적인 방법의 사용이 필요하다. 1970년대 이후로 세계적으로 꾸준히 제기되어 온 급진적 교육관점을 유용해서 지금까지와는 다른 방법을 적용해 보는 것도 하나의 대안이라고 생각된다. 본 연구는 급진적 교육관점을 탐색해 보고 공교육에 대한 비판과 탈학교론을 소개하고자 한다. 이를 통해 사회복지와 학교사회복지에서의 함의를 찾고, 사회복지에서도 교육문제와 관련해 활발한 논의가 시작되기를 기대한다.
Abstract
As problems in schools, such phenomena as school violence, and the infringement on students' human right have been steadily increased and considered as a social problem. The public involvements in schools also have been increased by the endeavor of institutionalizing school social work and the project of prior investment on the educational welfare. However, these efforts have been turned out to be little impacts on solving these school problems. In this circumstances it seems to be risky to argue that social work intervention in schools is required to have positive results in solving these problems. Because any type of intervention provided by social workers or other experts does not guarantee good effects without accompanying with the structural reform of the school system itself. Therefore, in practicing school social work, it seems that reorientation of the way of thinking is indispensable. This study suggests that the radical thought on educational reform, which criticizes the existing school system and proposes prescriptive alternatives, must be re-examined in order to make school social work practice more responsible for the school matters. Therefore this study examines the radical perspectives on education in terms of their critical arguments against the public educational system, particularly the compulsory education and school system, and discusses ‘Deschooling’ to find its implications on practicing school social work.
