Abstract

This study presents potential projects that probation department and police department may use in preventing school violence in South Korea. In the December of 2011, a middle school student in Daegu committed suicide after having been brutely abused and bulled by his classmates. His suicide caused tremendous public and media attention and outrage regarding severity of school violence and lack of school safety. In this context, official school violence prevention initiatives were announced by the Ministry of Education and the police in order to root out the school bullying from February, 2012. However, a crucial point to engage in preventing school violence is to maintain efficient partnership and make collaboration with juvenile probation officers who are in charge of supervising juvenile delinquents in community. Added supervision and enhanced rehabilitation strategy might give school and police more of an opportunity to arrest bullies in school environment, saving national correction cost for young offenders. Furthermore, effective partnership between probation-police in monitoring juvenile probationers at school can offer a strong symbolic image that school bullying or school violence are serious crime and that will not be tolerated by criminal justice agents. Partnership between probation and police can be formed in four different projects in order to control school violence in South Korea: (1) intensified supervision techniques for high risk juvenile probationers; (2) specialized attendance order program development partnerships; (3) enhanced school violence prevention education; and (4) information-sharing partnerships regarding school bullies. However, it is essential to acknowledge that the portership between probation and police could have some capacity to cause unexpected problems, although there are numerous potential merits associated with the collaboration in Sout Korea. This study considers several challenges that probation officers and police could face in engaging collaborative activities in terms of role ambiguity and fundamental role conflict. Further police implication are discussed.
