교정공무원의 교육훈련 개선방안에 관한 연구

Abstract

The organization existing in the changing environment should adapt to and cope with the influence and pressure caused by environment. Organization should be able to spread such adaptation and responsive activity so as to ensure its maintenance and effect. The corrective organization in the 21 century also needs specialization, opening, democratization and information to adapt to social change and to develop to dynamic organization. It is expected that the development of corrective organization and correction officer can be realized by specialization. Especially, the demander of professional and special correction is increasing and the democratization of society and improvement of human right further require the specialization of correction and correction officer. The specialization of such correction officer can be to acquire sufficient elites with capability and passion to train them so that they can fully exert their ability and to station them on the proper place. This study presented the following improvement methods of education and training for specialization of correction officer. First, there is necessity of securing diverse and systematic educational training and appropriate field practice-based education time by extending education and training period and securing appropriate practice-based education. Second, the installation of institution is needed that can substantiate the appropriate scale targeting correctional officers, by newly installing the specialized educational institution through reshuffling organization. Third, the opening in curricular subject and the development in educational technique are essential by expanding humanity and ethics educational program. Fourth, the continuous improvement activity is necessary for which the overall quality control can be harmonious with the internal organizational culture, by educational training through applying the total quality management. Especially, the researcher expects that the application of comprehensive total quality management already applied to other public sectors to corrective organization could be studied subsequently.
