교육복지 유관사업의 중복성과 사각지대 분석: 부산 지역을 중심으로

본 연구는 교육복지 유관사업 운영현황 분석을 통해 교육복지 참여대상자와 사업에서 나타나는 중복성과 사각지대를 실증적으로 분석하는데 목적을 두었다. 이를 위해 부산시 교육청 및 지자체의 교육복지 유관사업 현황자료의 내용분석과 사업 참여 초등학생과 중학생 1,410명을 대상으로 설문조사를 실시하였다. 연구결과로 첫째, 학생들은 평균 2.33개의 사업에 참여하고 있었고, 참여 학생의 36%는 현재 3개 이상의 사업에 중복적으로 참여하고 있었다. 참여 학생의 문제유형은 경제적 문제, 기초학력부진, 심리정서취약의 순으로 나타났고, 학교기반 사업 중 참여 학생의 70% 이상이 교복우사업과 방과후 사업에 집중되어 있었다. 둘째, 교육부와 여성가족부, 보건복지부 등 3개 부처 사업 모두 동일하게 경제적 어려움을 가진 학생들의 참여가 가장 많았고 서비스영역 또한 학습지원과 특기/적성개발에 집중되어 있었다. 셋째, 학생들의 문제유형이 다양함에도 학교와 지역사회 사업 모두 경제적 어려움을 가진 학생과 학습지원 영역에 중복지원 되는 반면, 건강/보건, 인터넷중독치료, 사례관리, 부모교육, 가족활동지원 등의 영역에서 사각지대가 나타났다. 이러한 연구결과를 토대로 교육복지 유관사업의 중복성과 사각지대 해소를 위한 개선방안을 제언하였다.
Abstract
The purpose of this study was to examine empirically the overlap and blind zone of service areas and student participants through analyzing the current management status of educational welfare services. The study conducted a content analysis on existing data of educational welfare services of Busan Metropolitan City Office of Education and Busan local government. Simultaneously, the study surveyed 1,410 students enrolled elementary schools and middle schools who have participated in educational welfare services. The main results of this study are as follows: First, the students participated in 2.33 services on average and 36% of them participated in more than 3 services. Participant students had economic problems the most, followed by poor basic academic skill and psychological emotional vulnerability. More than 70% of students were concentrated on Education Welfare Priority Support Program and after-school programs among school-based services. Secondly, the government ministries including Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare have similarly given priority to participant students with economic difficulties. In addition, all of the government ministries were focused on learning support and specialty/aptitude development among service areas of education welfare. Thirdly, despite the variety of students' difficulties, both school and community services have been supporting redundantly for students with economic difficulties and learning support. On the other hand, blind spots appeared in areas such as student health, internet addiction treatment, case management, parent education, and family activities. The results of this study suggest some implications to improve the redundancy of educational welfare services and to solve blind zone of service areas and subjects.
