도심지 소재 교정시설의 이전사례 분석

Abstract

These days, the demands for the new construction or relocation of correctionalfacilities are gradually increasing. While, there are some difficulties in the course ofthe new construction or relocation of the public facilities between theneighborhood local autonomous entities and its residents. The new construction or relocation of correctional facilities progressed favorablyin most instances, but in some cities - Anyang, Wonju, Changwon and Busan, etc- the progress has postponed or stopped during the selection of the relocation site,the purchase of the land or compensation of the land because of the oppose of therelocation from the neighborhood local autonomous entities and its residents. Even more, some of the cities filed an administrative litigation to the court toprevent rebuilding of the new correctional facility. Thus, this study focused on comparative analysis and reviewed the relocation andnew construction issues regard urban centered correctional facilities in the countryespecially that of the seoul detention center facility. Relevant local autonomous entities and public agencies can get some ideas inestablishing policy through this study. This study is divided into 4 chapters. In chapterⅠ, as an introducing part, we reviewed the background, purpose,extend and the method of this study and ongoing tasks. In chapter Ⅱ, we reviewed present conditions of correctional facilities nationwide. In chapter Ⅲ, 6 correctional facilities including Seoul Detention Center haveaccomplished relocation of correctional facilities. chapter Ⅳ, as a conclusion part, categorized tasks through comprehensiveanalysis
