교도관의 교정･교화 개념 인식 분석

본 연구는 국내 교도관들의 교정(矯正)･교화(敎化) 개념 인식변화를 목적으로 한 연구이다. 본 연구자는 30년간 교도관으로 근무 경험을 통해 교도관의 교정에서 교화로의 인식변화가 수용자들에게 긍정적인 영향을 미치는 것을 인지할 수 있었고, 이를 통해 재범예방과 억제로 이어갈 수 있다는 인식의 전환이 무엇보다 중요하다는 필요성을 본 연구에 제기했다. 연구는 O와 C 교도소에서 경험 있는 교도관 50명을 대상으로설문조사와 면접조사를 통해 연구 결과를 분석하였다. 연구방법은 교도관 50명을 대상으로 3차에 걸쳐 심층 설문 및 면접조사를 진행한 후, 델파이기법을 사용하여 통계적 정량적 방법으로 분석하였다. 연구결과 교도관(矯導官)들은 대체로 교화(敎化)와 교화교육의 필요성에 관련한 긍정적인 인식과 신념의 변화를 가져왔다. 콜버그의 이론에 기반한 3단계의 6수준으로분류하면, 교정은 1~2단계로, 교화는 3~4단계 이상이면 교도관의 개념 인식변화단계의 합의로 분류한다. 교도관들은 교정에서 교화로의 변화방법을 인식하고 있었다. 교도소와 수용자의 부정적 이미지와 신념의 변화를 위해서 인문학, 심리학, 의학, IT, 가상현실치료 등의 다학제간 개입을 기반한 교화와 교화교육의 창의적 발현이 필요하다. 교화교육 전반에 걸쳐 교도관들의 교화인식은 교화교육에 관한 영역인 델파이 상위범주에서의 교화인지 시기는 입사 전후로 유의미하게 나타났다. 수용자의 교화교육의 효과성은 교도관들의 직업적 소명의식과 경험을 통해 확인할 수 있다. 21세기 교도관들은 교화로의 중추적 역할로 수용자들을 교화하기 위해 우선적으로교도관의 자기성취감, 보람의식의 강화, 자기통제력, 자기효능감 등의 만족도를 강화해야 한다. 아울러 수용자의 처우 및 교화교육의 만족도를 높이기 위해 향후 수형자개별 맞춤형 처우 및 교화교육(敎化敎育) 프로그램을 개발하여 개입할 필요가 있다. 이는 교도관의 교정이라는 부정적인 시각과 신념에서 교화라는 긍정적 시각과 신념(信 念)의 전환을 초래하며, 수용자의 재범예방(再犯豫防)과 억제에 기여할 것이다. 이는효과적인 교화교육 프로그램 개입을 위해 지역사회 치료공동체의 연계가 절실하다. 따라서 수용자에 대한 교도관의 법률적･심리적 평가를 강화하여 수용자의 적극적인치료 참여와 치료효과를 향상하여 출소 후 재범예방과 억제를 높일 수 있다.
Abstract
The purpose of this study is to change the perception of correctional officers in Korea from a focus on correction to one on edification. With over 30 years of experience as a correctional officer, the author recognized that changing the perception of officers towards edification could have a positive impact on prisoners and ultimately contribute to preventing recidivism. The study analyzed the results of a survey and face-to-face interviews with 50 experienced correctional officers from O and C prisons. The results of the study showed that correctional officers generally had positive perceptions and changes in beliefs related to the necessity of edification and edification education. According to Kohlberg’s theory, correction is classified as stages 1 to 2, while edification is classified as stages 3 to 4, which indicates that correctional officers were aware of the shift from correction to edification. To change negative perceptions of prisons and prisoners, the study recommends using interdisciplinary interventions such as humanities, psychology, medicine, IT, and virtual reality therapy to develop creative expression of edification and edification education. The study found that edification education significantly improved correctional officers’ perception of edification before and after joining prisons, and that the effectiveness of prisoners’ edification education could be confirmed through vocational sense of calling and experiences. To play a pivotal role in edification, correctional officers need to strengthen their sense of self-achievement, reward, self-control, and self-efficacy. Moreover, developing and intervening in individual customized treatment and edification education programs for prisoners can improve their satisfaction and contribute to preventing recidivism. Effective interventions in edification and education programs require linking the community treatment community, and strengthening legal and psychological evaluation of correctional officers can improve prisoners’ active participation in treatment and treatment outcomes. This, in turn, can increase the prevention and suppression of recidivism after prisoners are released from prison.
