중도·중복장애 학생의 정당한 교육지원에 필요한 건강 및 안전관리 실태와 지원방향에 대한 관리자 인식

초록

연구목적: 본 연구는 지체장애 특수학교의 관리자를 대상으로 지체장애를 주 장애로 하는 중도․중복장애 학생의 교육권 보장을 위해 학생이 요구하는 의료적 지원에 대해 어떤 인식을 가지고 있고 현재 학교의 지원 실태는 어떠하고, 향후 어떠한 지원이 필요한지에 대한 인식을 살펴보고자 하였다. 연구방법: 전국 9개 지체장애학교 중 지역 및 설립유형을 분배하여 학교관리자(교장 또는 교감)를 대상으로, 지체장애 특수학교에 재학 중인 중도․중복장애 학생의 교육권 확보를 위한 학교차원에서 건강관리 및 안전교육에 대한 실태를 파악하고 관련한 지원의 방향성에 대해 개별면담을 실시하여 자료를 수집하고 이를 분석하였다. 연구결과: 현장에서 겪고 있는 어려움은 현재의 당면한 어려움에 대해 역할과 책임에 부여되지 못한 상태에서 모두가 힘든 교육을 하고 있으며, 학생의 학습 참여를 독려하기 위한 턱없이 부족한 안전시설과 지원인력으로 많은 어려움을 겪고 있음을 보고 하였다. 이를 극복할 수 있는 방안에 대해 관리자들은 건강관리 및 인권상담을 위한 협력체계가 구축되고, 지원인력의 수와 이들의 질적 수준을 고양할 수 있는 지원책이 마련되어야 하고, 현장을 고려하여 반영적인 정책지원이 이루어졌을 때 자신의 자리에서의 책무를 다할 수 있을 것이라 하였다. 결론: 국가, 학교단위, 그리고 교사 개인이 중도․중복장애 학생들의 교육활동 중 건강과 안전관리 확보 방안에 대한 쟁점에 대해 논의하였다. 연구방법: 전국 9개 지체장애학교 중 지역 및 설립유형을 분배하여 학교관리자(교장 또는 교감)를 대상으로, 지체장애 특수학교에 재학 중인 중도ㆍ중복장애 학생의 교육권 확보를 위한 학교차원에서 건강관리 및 안전교육에 대한 실태를 파악하고 관련한 지원의 방향성에 대해 개별면담을 실시하여 자료를 수집하고 이를 분석하였다. 연구결과: 현장에서 겪고 있는 어려움은 현재의 당면한 어려움에 대해 역할과 책임에 부여되지 못한 상태에서 모두가 힘든 교육을 하고 있으며, 학생의 학습 참여를 독려하기 위한 턱없이 부족한 안전시설과 지원인력으로 많은 어려움을 겪고 있음을 보고 하였다. 이를 극복할 수 있는 방안에 대해 관리자들은 건강관리 및 인권상담을 위한 협력체계가 구축되고, 지원인력의 수와 이들의 질적 수준을 고양할 수 있는 지원책이 마련되어야 하고, 현장을 고려하여 반영적인 정책지원이 이루어졌을 때 자신의 자리에서의 책무를 다할 수 있을 것이라 하였다. 결론: 국가, 학교단위, 그리고 교사 개인이 중도ㆍ중복장애 학생들의 교육활동 중 건강과 안전관리 확보 방안에 대한 쟁점에 대해 논의하였다.

Abstract

Purpose: This study was to find out school administrators’ perceptions about health management and support of students with severe and multiple disabilities for educational support. Method: Participations were 15 schools’ administrators in 19 students with physical disabilities and Data were collected by interview. Data was analyzed by qualitative coding and categorized. Results: The results of this study were that school administrators and parents of students with severe and multiple disabilities have difficulties to support and manage their health and feeding, They also were lacking in human resource and facilities despite of their count-measures. The cooperation among people related should be necessary and make a detailed future plan to support. also make a policy according to the current situation. Conclusion: Therefore, we discussed about health and safe management of students with severe and multiple disabilities and suggested about future directions for their health and safety.
