Abstract

Collaboration is an essential element to solve increasingly diverse andcomplex social problems, but related policies and systems are mainlyfocused on efficiency aspects such as resource sharing and achievementof outcomes. As a result, collaboration in administration depends on astandardized method that does not consider organizational conditions orcultural characteristics. Recently, design is being used as a core strategyto present a fundamental solution to a problem, and furthermore, it isexpanding to a role of changing the organization, the main body ofpolicy execution. The purpose of this study is to overcome thelimitations of collaboration and to propose the role of designcollaboration as a major method to strengthen the competency andcompetitiveness of public organizations. The direction of designcollaboration was derived based on theoretical considerations, statusanalysis, and practical interviews, and the role of design collaborationwas analyzed through case studies. As a result, the role of designcollaboration as a facilitator who promotes innovation, a partner whojointly creates a customer-oriented service, a consultant who promotesefficient goal achievement, and an expert who develops and realizesspecific solutions, was deduced and the direction of application wassuggested. This study is meaningful in that it expanded the role ofdesign to the public organizational level by seeking the developmentplan of collaboration from the design point of view.
