중국의 ‘과학보급’ 정책과 ‘과학화운동’

중국은 근대이래 국가가 주도해 과학보급 운동을 추진해 왔다. 아울러 과학 지식의 보급을 부강한 사회주의 국가 건설의 중요한 수단으로 생각했다. 노동자들의 과학생산기술 습득, 자연과학지식의 확산을 통한 미신타파, 노동계층의 애국 정신 고양, 대중건강을 위한 건강·위생 지식의 확산을 주 목표로 하는 과학보급 운동은 엘리트와 대중의 역할과 지위를 명확하게 규정하고 있는 전형적인 하향식(top-down) 과학대중화 활동이었다. 본 논문에서는 중국의 과학보급정책과 과학화운동의 전개 과정을 통해 중국에서 과학이 어떻게 이념적으로 극대화되어 왔는지 살펴보고, 하향식 대중과학의 형성 과정에서 국가가 과학을 어떻게 정의하고 이용하고자 했는지와 과학지식 생산과 형성 과정에서 대중의 지위와 역할에 대해서 탐색해 보고자 한다. 이를 위해 우선 신중국 국가 정책과 법규에 반영된 과학보급 운동의 내용을 살펴보고, 이러한 정책의 이론적·사상적 원류이자 민국시기民國時期 중국 ‘과학화운동’의 보루였던 잡지 《과학적중국科學的中國》을 중심으로 중국 근대 과학보급운동의 성격과 발전 양상을 살펴보고자 한다.
Abstract
Since modern times, China has been leading a state-led campaign to distribute science. In addition, he considered the dissemination of scientific knowledge as an important means of building a strong socialist country. In this paper, I would like to examine how science has been ideologically maximized in China through the process of development of China's science dissemination policy and scientificization movement, and explore how the state wanted to define and utilize science in the process of forming top-down popular science, and the status and role of the public in the production and formation of scientific knowledge. To this end, we will first look at the contents of the science dissemination movement reflected in the New China national policies and regulations, and then look at the nature and development of China's modern science dissemination movement, focusing on the journal Science China, which was the theoretical and ideological source of these policies and the bastion of China's Scientific Movement.
