본 연구는 지방자치단체 공무원의 역할이 행정 집행에서 도시 설계자로 확장 됨에 따라, 창의적 문제해결 방법론인 디자인 씽킹을 대전시 공무원 교육에 적 용하여 업무 방식의 변화를 유도하고 자율적 문제해결 능력, 공공 리더십, 소 통 및 협업 등의 혁신역량 강화를 목적으로 한다. 사전 수요조사를 기반으로 대전의 시정 목표 달성을 위한 비전리더십 과정과 미래 대전 시정을 이끌 뉴 리더십 과정으로 나뉘어 운영된 이 교육은, 수요자 요구와 경험을 바탕으로 커 리큘럼을 구성하고 어댑티브 리더십 워크숍, 디자인 씽킹 워크숍, 메타버스, 브 레인라이팅, 현장 탐방과 같은 실험적인 방법론을 적용하였다. 이번 교육은 참 가자들이 시대적·사회적 지식을 내재화하고 자기화하는 과정을 통해 공무원 역 량에 대한 새로운 마인드 셋을 강화하고, 현장 상황에 효과적으로 대응할 수 있는 디자인 씽킹 기반 교육 모델을 제시하여 향후 지자체 공무원 교육의 패러 다임 전환에 기여할 것으로 기대한다.
Abstract
As the responsibilities of local government officials transition from administrative execution to encompassing roles as urban designers, this study seeks to integrate design thinking—a creative problem-solving framework—into the professional development of Daejeon city officials. The primary objective is to drive meaningful changes in work methodologies and enhance key innovation capacities, including autonomous problem-solving, public leadership, communication, and collaborative skills. Guided by a preliminary demand analysis, the educational program was divided into two distinct tracks: a Vision Leadership Course aimed at achieving Daejeon’s policy objectives and a New Leadership Course designed to cultivate future-oriented governance capabilities. Both tracks were structured around participant-centered approaches, incorporating experimental methodologies such as adaptive leadership workshops, design thinking workshops, brainwriting techniques, metaverse applications, and field-based learning activities. This curriculum is posited to contribute to a paradigm shift in the education of local government officials by fostering a progressive mindset, facilitating the internalization of historical and social knowledge, and presenting a robust, design thinking-based educational model for addressing real-world challenges effectively.
