불안한 동맹: 전후 미국의 피점령지 영화정책과 미군정기 한국영화계

이 글의 목표는 2차세계대전 종전 이후 미국정부와 미국영화산업의 협력 하에 시행된 피점령지 4개국(독일, 오스트리아, 일본, 한국) 영화정책의 목표와 시행과정을 살펴봄으로써, 미군정기 한국영화정책사 및 영화사를 국제적 관점에서 고찰하는 데 있다. 이를 위해 이 글은 먼저 한국영상자료원이 미국국립문서기록청에서 입수한 군정기 영화정책 관련 자료(RG-165 중 CAD관련 문서)를 바탕으로 영화프로그램의 실행과 관련된 4개 기관, 즉 프로그램의 전반을 관리했던 전쟁성(47년 하반기 이후 육군성)의 민사처(Civil Affairs Division, CAD), 할리우드 영화산업계를 대표하는 영화수출협회(Motion Picture Export Association, MPEA), 현지의 군정당국(특히 주한미군정청), 일본과 한국 현지에서 미국영화의 배급을 맡았던 중앙영화배급소(CMPE: Central Motion Picture Exchange)의 국제적 역할분담과 작동방식을 살펴볼 것이다. 그리고 그간 미군정기 한국영화정책사에 대한 연구에서 그 의미가 충분히 밝혀지지 않았던 몇 가지 중요한 정책적 토픽들, 즉 군정법령 68호와 115호를 통한 검열 정책의 배경, 적산극장의 불하, 중배와 군정간의 모호한 관계 등을 부분적으로나마 이해할 수 있는 국제적인 정황을 제시하고자 한다. 또한 이 글은 협력의 기조 위에서 나타난 미국 정부와 영화산업계 사이의 갈등과 균열의 양상에 초점을 맞추었다. 그것은 1) 이 협력관계가 미국영화를 통한 피점령지 국민들의 재교육이라는 공통의 목적을 가지고 있었음에도 불구하고, 그 실현에 있어서는 각자의 상이한 목표와 이해관계를 가진 동상이몽의 체제이기도 했고, 2) 갈등과 균열의 양상을 통해 오히려 전체적인 정책의 본질을 살펴볼 수 있으며, 3) 이러한 균열을 바탕으로 할 때, 중배에 대한 미군정의 모호한 태도를 해명할 수 있기 때문이다.
Abstract
The goal of this paper is to examine the objectives and implementation process of the US film policies of four occupied territories (Germany, Austria, Japan and South Korea) conducted under the cooperation between the US government and the American film industry since the end of World War II, and to review the history of Korean film policy in the era of USAMGIK(US Army Military Government in Korea) from an international point of view. To this end, this paper firstly examines the four agencies that executed the film program: CAD(Civil Affairs Division) of War Department, which manages the entire program, MPEA, which represents the Hollywood film industry, the US military authorities in each countries(especially the US Army Military Government in Korea: USAMGIK), and Central Motion Picture Exchange(CMPE), which has been responsible for the distribution of the film in Japan and South Korea. This paper focuses on the aspect of conflict and cracking on the basis of cooperation between US government and film industry(hollywood). This is for the following reasons. 1) Despite the they had common purpose to re-educate the citizens of the occupied territories through American movies, they had different goals and interests, 2) the nature of the overall policy can be explored through conflicts and cracks; and 3) based on these cracks, it is possible to elucidate the ambiguous attitudes of the USAMGIK to CMPE.
