우리나라 가구의 출산결정요인을 이해하는 것은 저출산 정책논의 기초가 된다. 그동안 출산 연구에 많이 사용되었던 출산력자료는 가구의 경제적 상황을 알 수 있는 변수들이 조사에서 제외되어 있고, 출산 의향을 질문하는 설문조사의 경우 조사시점의 출산 의향이 실제로 출산으로 이어졌는지 추적 조사하지 않기 때문에 출산이라는 결과물을 놓고 분석하지 못하였다는 한계가 있다. 본 연구에서는 이러한 한계를 극복하고자 가구 경제상태를 자세히 조사하는 패널자료를 이용하여 패널에서 관찰되는 신생아를 출산한 가구와 그렇지 않은 가구를 비교 분석하였다. 실증분석결과 특히 기존 자녀에 대한 사교육비 지출이 추가 자녀 출산을 줄이는 작용을 하고 있음을 발견하였다. 이러한 연구 결과는 출산률 제고를 위해 자녀의 수와 질적 수준을 동시에 고려하는 가구의 출산결정과정을 이해하고 가구의 사교육비를 줄일 수 있는 정책을 개발할 필요가 있음을 시사한다
Abstract
It is important to understand household's fertility decision in terms of policies about low fertility rate in Korea. Most fertility history data which have been used to study Korean women's fertilities lacked in information about household economic status. Some other studies focused on rather women's fertility intension than real birth outcomes. In these studies we might miss some important factors to link fertility intension to birth outcomes. This study tried to overcome shortages of previous studies by using KLIPS (Korean Labor & Income Panel Study) data with which one can look into household economies at the time of new birth. We compared households with new births during the panel periods to households without a birth experience. The estimation results show that private education expenditure on existing children affects a negative effect on additional new birth. This finding implies that policy makers should gain a better understanding of household's fertility decision about simultaneously considering children's quantity and quality and try to develop effective policies to reduce household expenditure on private education in order to increase fertility rate in Korea.
