Recent changes in the income share by income class show that the poor get poorer while the income share of the rich does not change. This finding does not imply the polarization but indicates the intensifying poverty. The income of the poor becomes increasing in the period of economic recovery, while it decreases in the recession period. This gives rise to a typical pro-cyclical trend of the economic status of the poor. The sharp reduction of income share of the poor due to the recent economic recession becomes worse with the failure of welfare policy. The more desirable policy measure would be the minimization of the possibility of the political distortion and the pursuit of the effective welfare policy
