외환위기 이후 소득분배 양극화의 추이, 원인, 및 정책적 시사점

현 연구에서는 일차적으로 외환위기 이후 소득분포가 양극화되어 왔는가에 대한 통계적인 결론을 내리고자 하였다. 한 사회 내에 존재하는 총체적 불안 내지 적대감(antagonism)의 수위를 측정하기 위해 설계된 Esteban, Gradin, and Ray(1999)의 양극화 지수를 보다 합목적적인 방향으로 수정한 Lee and Shin(2007)의 지수에 근거하여 한국노동연구원의 가구패널조사자료인 KLIPS 자료를 분석한 결과 외환위기 이후 총소득의 양극화 지수 값은 빠른 속도로 증가하여왔으며 이 증가는 통계적으로 유의한 것으로 나타났다. 이는 총체적 적대감의 수위가 그만큼 빠른 속도로 높아져 왔음을 의미한다. 또한 경기변동이 소득분포의 양극화 변화에 단기적으로는 영향을 주지만 외환위기 이후 진행되어 온 양극화의 장기적 추세는 경기변동과는 무관한 것으로 나타났다. 소득원천별로 분석한 결과 지수 값의 빠른 증가는 주로 비근로소득에 의해 발생하였으며 비근로소득 항목들 중에서도 부동산 및 이전소득의 기여도가 특히 큰 것으로 나타났다.
Abstract
Analyses of the Korea Labor and Income Panel Survey data conclude that the income distribution has been significantly bi-polarized during the 1997-2004 period. While favorable labor market conditions are found to reduce bi-polarization of the income distribution to some degree, there still exists a strong long-term upward trend in estimated bi-polarization indices even after the cyclical effects are controlled for, implying that the current trend may not be reversible even in the face of future economic growth. The rapid increase in the bi-polarization index is mainly attributed to transfer income and income from real estate among others. Overall, the findings in the current study suggest that the total effective antagonism in Korean society has been rapidly increasing since the recent financial crisis.
