Abstract
This article estimates on the level of risk sharing by fiscal transfer from central government to local government under the systematicl change such as local autonomy and the structural change such as business cycle, economic crisis. According to the results, local governments are still highly rely on the fiscal transfer rather than theri own sources, and this trend is more strong in the local governments, which have relatively low fiscal capacity. Also, such as the level of risk sharing is more affected by macro structural changes than by systematical changes.
