재정정책 유효성의 국가별 차이에 관한 연구: 최근의 글로벌 금융위기 경험을 중심으로

본 연구는 지난 2008년의 글로벌 금융위기의 극복과정에서 각국이 펼쳤던 확장적인 재정정책이 국가별로 다른 경기부양효과를 미친 원인을 분석하는데 초점을 맞춘다. 이를 위해 글로벌 금융위기 이후 각국 정부가 취한 확장적 재정 및 통화정책을 고려한 후에도 설명되지 않는 국가별 경기회복의 속도 차이를 통화정책 기조, 환율결정시스템, 그리고 재정건전성 등의 제도 환경 변수들을 도입하여 설명하는 방식을 취한다. 그 결과 이번 위기에서는 변동환율제/물가목표제(inflation targeting)하에서 이루어진 적극적인 통화정책과 재정정책의 공조가 적절했다는 결론을 도출하였다.
Abstract
This study focuses on the massive fiscal stimulus packages taken by various governments around the globe through the recent global financial crisis. The paper starts with calculating the differences in the speed of recovery among the countries and tries to explain them by institutional arrangements as well as policy variables. Estimation results confirms that well coordinated fiscal-monetary policy mix performed as anticipated under the regime of floating exchange rate and inflation targeting.
