공적연금 수급이 고령자의 보건의료비에 미치는 효과

초록

공적연금의 수급 여부가 (근로기 또는 은퇴기에 있는) 가구주의 평균보건의료비지출액과 총가계지출액 대비 보건의료비 지출 비율에 미치는 영향을 분석하였다. 공적연금의 수급 여부는 은퇴기 (특히 후기 은퇴기) 노인들의 평균보건의료비지출의 기여도가 높아지고, 총가계지출액 대비 보건의료비지출액 또한 늘어나게 한다. 후기고령기로 진입하면서 건강관리비용이 증가하면서, 공적연금이 초기고령기에는 소비를 위한 주요 수입 소득원으로, 후기 은퇴기에는 보건비용 지출에 사용되고 있다. 국민연금을 포함한 공적연금을 은퇴기 소득보전으로만 접근하는 시각을 확장하여 전체 은퇴기에 사용되는 금액에 맞추어 활용되도록 사회적인 설계와 합의가 필요하다.

Abstract

We analyzed how the receipt of public pensions affects the average health expenditure and the proportion of health spending in total household expenses for individuals either working or in retirement. Public pensions have a significantly positive effect on healthcare expenses, especially in the second period of retirement, as health costs increase. Initially a primary source of income for consumption, public pensions in the second period of retirement are increasingly used to cover healthcare costs. There is a need to extend the approach to public pensions beyond just preserving income in retirement, to better align with spending throughout retirement.
