地方制度變遷的道路與選擇 -以上海會丈局的建立及作用為例

Abstract

After the Qing Dynasty was adopted into the treaty system, Legal institutions from western countries entered into the traditional legal system. As one of the important parts of traditional legal system, the bureaucratic system also underwent great change. Just as the complexity which the change of traditional legal system appears to be, the change of bureaucratic system also was a kind of change which had different arrangements and different aspects. These changes included the reforms initiated by the central government, included the changes adopted by the provincial government. Shanghai Land administrative bureau is the typical example of the latter. These two kinds of reforms constituted the real course of the modern legal reform.
