아시아·태평양학의 형성과 발전: IPR과 지역학의 연계성

초록

본고는 1925년에 성립되어 1960년 미국의 매카시즘(McCarthyism)의 영향 및 다양한 시대적 변화상으로 해체되기 전 13차례 주요대회를 개최하였던 IPR을 연구한 것이다. 이는 최초의 민간 국제 비정부(NGO, Non-Governmental Organization)기구이자 서양의 아시아ㆍ태평양학, 동아시아학 및 대동아시아정책을 창출하는 배경이 되었던 IPR(Institute of Pacific Relations)의 형성과 활동을 분석하여 아시아 태평양학과 지역학의 계보를 분석하였으며 IPR의 역사적 의의와 그 영향에 대하여 논구하였다. 기존 연구는 유럽에서 중국이나 일본 등 개별 국가에 대한 관심과 연구가 전후 미국 지역학으로 이어졌다고 보았다. 그러나 지역으로서의 아시아ㆍ태평양, 구체적으로 동아시아학이 국제적으로 학문적 체계를 형성하는데 기여했던 IPR의 역할과 그 역사적 의의를 고려하지 않았고, 미국 주도로 IPR이 형성되어 아시아ㆍ태평양의 교류와 협력을 추구하였던 것이 2차 대전 이후 미국의 지역학 성립과 어떤 관계를 갖는지에 대한 계보도 제대로 밝혀내지 못하였다. 본고에서는 1925년 성립된 IPR의 형성과 활동 및 아시아ㆍ태평양학의 계보를 검토하여 동아시아학의 형성과 발전상을 확인하였고, IPR의 역사적 의의, 더 나아가 오늘날 한국사회에 주는 시사점도 더불어 살펴보았다.

Abstract

This article analyzes the formation and activities of the IPR(Institute of Pacific Relations), which was established in 1925, and the linkage between Asian-Pacific studies and area studies, as well as the historical importance of the IPR and its implications. Previous research on the IPR has not focused on its historical roll and importance in the formation of an academic system of Asian studies internationally; nor has it explored the link between the formation of American area studies after WWⅡ and the IPR which sought to expand interchange cooperation. The IPR as the first Non-Governmental Organization and catalyst for the creation of Asian-Pacific studies and Asian policy from its establishment in 1925 to its dissolution in 1960 due to the influence of McCarthyism and various other factors. The IPR performed a pioneering role as an Asian-Pacific cooperative organization. During its years of operation the IPR dedicated its efforts to the formation of new Asian-Pacific policy based on investigation and research through a series of 13 international conferences. The Institute was also committed to the systematization of academy and the collection of various data to expand and enhance related research, as well as to the formation and intensification of area studies and the reorganization of international order after WWⅡ.
