1930년대 태평양문제연구회(IPR)의토지 이용 조사 연구 사업 기획과 성격 －동아시아 삼국 결과물의 비교ㆍ분석을 중심으로－

초록

본 연구에서는 세 가지의 문제를 해명하고자 노력하였다. 첫째로 IPR의 예산 지원 규모를 비교 분석하여, 전체 연구 사업 내 토지 이용 조사 항목의 중요도와 한ㆍ중ㆍ일 삼국의 항목 내 위상을 측정하였다. 사회과학적 지식정보 생산과 활용이라는 대의 아래 미일 양국이 협력한 결과, 양자의 이해관계가 투영된 중국 및 일본의 토지 이용 조사 연구는 IPR의 전체 사업 중에서도 수위권에 드는 자금 지원을 받을 수 있었다. 이와 대조적으로 식민지 조선의 사업에는 상대적으로 소액의 예산만 투입되었으며, 추가적인 지원 요청 역시 묵살되었다. 이로부터 ‘제국－식민지’ 사이의 공간적 차이에 따른 배제와 차별의 양상이 드러났다. 둘째로 삼국의 연구가 공유하는 보편적 특성을 분석하였다. 지역학 자료 구축 및 비교 연구의 기반으로써 지식정보 생산이라는 사업 주체 IPR의 목적이 각 연구에 적용되는 양상을 밝히고, 사업 수행 방식에서 관철되는 미국식 사회과학 연구공동체의 학문적 문법과 각 지역 국가사회의 기대에 부응하는 농업 사회 개혁론(운동)의 지향점을 발굴하였다. 셋째로 각국 사업의 특수성이 드러나는 지점을 공간별 위계와 주체 선택이라는 기준에 따라 살펴보았다. 먼저 같은 제국(주의 국가) 출신 연구자 간에도 연구 지역의 특색과 현실적 조건에 따라 동기나 연구 중점 분야에서의 차이가 발생하였다. 다음으로 제국－(반)식민지 관계를 통하여, 공간적 특성이 주체 선택의 문제에 미친 영향을 분석하였다. 중국의 경우 연구 사업의 객체성과 개혁 주체의 상대적 자주성이 병립하는 특색이 나타난 데 반해, 식민지 조선은 완전한 주권 상실 상황 속 일부 민간 세력이 주도하는 사회 운동의 차원에서 개혁을 모색할 수밖에 없었다.

Abstract

In this paper, we tried to answer three main questions. First, by comparing and analyzing the budgetary support for IPR, we measured the importance of land utilization surveys in the overall project and its position in the three countries-Korea, China and Japan-. As a result of cooperation between the U.S. and Japan under the cause of producing and utilizing social science knowledge information, that surveys in China and Japan, where the interests of the two countries were projected, received a modest amount of funding among the total projects of the IPR. In contrast, only a relatively small amount of money was allocated to colonial Joseon(Korea), and requests for additional support were ignored. This reveals a pattern of exclusion and discrimination based on spatial differences between the ‘empire and colonies’. Second, we analyzed the universal characteristics shared by research in the three countries. We identified the ways in which the purpose of IPR, which is to produce knowledge information as a basis for building and comparing regional studies, was applied to each study. In addition, we discovered the academic grammar of the American-style social science research community and the orientation of agricultural social reform theories (movements) that meet the expectations of local communities. Third, we examined the points where the specificity of each country's projects was revealed according to the criteria of spatial hierarchy and subject selection. First of all, even among researchers from the same imperialism nations, there were differences in motivation and focus depending on the characteristics and realistic conditions of each area. Next, through the imperial and (semi－) colonial relationship, the effect of spatial characteristics on the problem of subject selection was analyzed. While China was characterized by the coexistence of the objectivity of the research projects and the relative autonomy of the reform subjects, colonial Joseon(Korea) was forced to seek reform at the level of a social movements led by some private sector in the face of a complete loss of sovereignty.
