Abstract
This study examines the transformation of Yi Jin (義賑) charitable activities in Tianjin during the Dingwu Famine (丁戊奇荒, 1877–1878) in the late Qing dynasty. It focuses on how private charity, distinct from traditional Xiang Jin (鄕賑) relief efforts, was reorganized in response to a national and social crisis. The key findings of this study are as follows: First, the Dingwu Famine turned Tianjin into a major center of mass starvation and population displacement, leading to severe social unrest and human trafficking issues. The existing Xiang Jin system proved inadequate in addressing this crisis, which resulted in the rapid expansion of Yi Jin, a new form of private relief efforts. Second, this study analyzes the activities of Guangren Hall (廣仁堂), which played a pivotal role in shaping a new model of charity. Unlike traditional relief institutions, Guangren Hall focused not only on temporary relief but also on long-term solutions, including the protection of women and children, vocational training, and support for self-sufficiency. Third, conflicts emerged between local elites (Xiang Jin forces) and external Yi Jin organizations, reflecting regional differences in charitable approaches. Traditional Tianjin-based relief organizations resisted the intervention of Yi Jin groups from Shanghai and Jiangnan, but cooperation eventually led to the establishment of a new social relief system. Fourth, the development of Yi Jin in Tianjin exemplifies the emergence of modern social governance. The collaboration between government officials (such as Li Hongzhang), local elites, and private charitable organizations in responding to the crisis marked a transition from traditional philanthropy to a more structured and institutionalized social welfare system. This study highlights how Yi Jin efforts in Tianjin went beyond simple disaster relief to lay the foundation for modern charitable models and social reform. By examining this case, it provides new insights into the systematic and organized evolution of philanthropy in late 19th-century China, contributing to the broader understanding of the origins of modern public welfare and social governance.
