부산 신발산업의 집적화와 쇠락 요인: 산업클러스터 모형의 재구성과 적용

본 연구는 부산신발산업의 집적과 쇠락요인을 산업클러스터의 경쟁력이라는 이론적 관점에서 접근한다. 이를위해 M. Porter의 클러스터 모델을 재구성한 ‘산업클러스터의 구성요소와 연계 모형’을 제시하고 그것에 기초하여 부산신발산업의 집적화와 쇠락에 영향을 미친 요인들을 검토하였다. 그리고 신발산업의 부산지역 집적 및 쇠락과정과현황을 고찰하고 부산지역 신발업체들을 대상으로 관련 설문조사를 실시하였다. 분석 결과, 부산신발산업의 집적 및쇠락과정은 상당히 복잡한 요인들에 의해 영향을 받았지만, 노동집약적 경공업의 특성상 노동력 등 투입요소부문이가장 결정적인 영향변수였던 것으로 나타났다. 그리고 1970년대 중반 이후 OEM 생산을 본격화하면서 글로벌 생산네트워크에 편입된 바, 그것에의 진입과 배제과정에서 산업클러스터의 성쇠가 보다 급격히 발생한 것으로 판단된다.
Abstract
This article is focused on the agglomeration and decline factors of the footwear industries inBusan metropolitan area from the industrial cluster point of perspective. For the research, ‘the componentsand network of industrial cluster model’ are presented which is restructured of M. Porter’s clustermodel. Moreover, this research have examined the agglomeration and decline process of the footwearindustries in Busan area and conducted a survey targeting footwear enterprises in Busan area. In the late 1980’s, the footwear industries in Busan area formed the largest footwear industrial cluster inthe world. However, the industrial cluster started to decline from early 1990’s and now it is reduced in to1/10 size of the past. The growth factors of Busan footwear industrial cluster include cheap and plentifullabours, penetration of OEM production, entrepreneur spirit, human resources network, government’ssupport and so on. Moreover, the agglomeration of relative companies also created high competitivenessin this cluster. The decay factors are pointed out sudden rise of labour cost, shortage of factory site, rise ofland price, alteration of government policy, international relocation of footwear production and growth ofoverseas industrial cluster. Busan footwear industrial cluster nowadays has declined in its size, but it is theonly footwear industrial cluster in Korea.
