대도시 도심 제조업 집적지의 형성과정과 존립기반: 대구시 수제화 산업을 사례로

본 연구는 1990년대 이후에 형성된 대구시 수제화 집적지구를 사례로 대도시 도심 제조업 집적지의 형성과정과 존립기반 그리고 정책적 시사점을 제시하였다. 대구시 향촌동 수제화 집적지구는 과거 도심의 수제화의‘국지적 생산유통체계’의 해체, 양호한 접근성 그리고 저렴한 임대료를 기반으로 형성되기 시작하였다. 그 이후의 핵심적인 존립기반은 생산유통체계 상의 사회적 분업에 의한 국지적 네트워크에 뿌리내려진 외부경제에서 찾을 수 있다. 국지적 생산유통체계는‘단일 업체 일괄생산체제’의 성격이 강하고, 사회적 분업의 조직자의 부재 등으로 사회적 분업에 의한 외부경제 효과는 매우제한적이다. 이러한 한계점을 극복하기 위해서는 대구시 도심재생정책의‘근대역사문화벨트 만들기’사업의 일환으로‘가죽공예 중심의 문화거리’로의 재구조화가 이루어져야 할 것이다. 이를 위해서는 민관협력체제의 전문지원기관의 설립을 포함한 체계적인 지원정책이 요구된다.
Abstract
Abstract：Since the 1990s, the handmade shoes industrial agglomeration district has formed in the city center, Hyangchon-dong, Jung-gu in Daegu. This paper aims to examine the formation process,to analyze the viability, and to propose policy implications of manufacturing industrial districts in a city center through studying this industrial district. The district’s creation began as the result of the dissolution of local production and marketing system of handmade shoes in the 1980s, the excellent accessibility of the location and an inexpensive rent. The district’s core viability lies in the external economies derived from local networks through social divisions of labor of production and marketing systems. Because of the lack of organizers of the social division of labor and ‘integrated production system done by single business’, the effect of external economies created by the social division of labor is limited. To get over this limitation, the district should to be restructured into a ‘cultural street of leather crafts’ as a part of ‘making modern historical and cultural belt’ programs within Daegu downtown regeneration policies. To support the restructuring, public assistant measures such as the establishment of a corporate services center should be strengthened.
