중소기업 지역 특화산업의 경쟁력 및 효율성 : 부산 제조 중소기업을 중심으로

초록

한국에서 부산은 서울 다음의 제2의 도시라 칭한다. 그러나 경기 침체가 길어지며 좀처럼 활력을 찾지 못하고 있다. 특히, 부산은 성장 부진 → 일자리 부족 → 인재 유출 및 역외 지출 증가 → 역내 소비 부진 → 성장 부진의 악순환을 거듭한다. 본 연구는 그렇다면, 이 문제를 어떻게 해결할 것인가에서 출발한다. 먼저, 입지상계수를 활용해 제조 중소기업을 기준으로 부산의 특화산업을 파악했다. 특화산업 지정은 기존 연구와 달리 엄격한 기준을 적용했으며, 이를 ‘완전특화산업’이라 칭했다. 부산은 6개 완전특화산업이 있는데 가죽·가방·신발, 의복·의복 액세서리·모피, 섬유, 1차 금속, 금속가공, 기타 기계·장비 등이다. 이들 6개 산업의 사업체와 종사자가 부산 중소기업에서 차지하는 비중은 50% 이상이다. 다른 시·도와 비교해 부산의 6개 완전특화산업의 경쟁력은 크지 않았다. 유일하게 가죽·가방·신발의 글로벌화 경쟁력이 우수하다. 한편, 부산의 6개 완전특화산업의 자원 활용 효율성을 비교분석한 결과, 가죽·가방·신발, 1차 금속, 금속가공의 비효율성이 두드러졌다. 경우에 따라 자원의 과다 투입으로 비효율이 발생했다. 부산은 6개 완전특화산업에 대한 의존도가 높기 때문에 지역경제 활성화도 여기서 출발해야 한다. 그러나 경쟁력과 효율성을 고려할 때 단순히 지원을 확대하는 방식은 지양해야 한다. 부산 경제를 위해 보다 장기적인 차원에서 6개 완전특화산업의 협업, 산업구조조정을 실시해야 할 것이다.

Abstract

Busan is the second largest city in Korea. However, as the economic slump has been prolonged, it is hard to find vitality. Busan has a vicious cycle - sluggish growth → lack of jobs → increase in human resources outflow and offshore spending → sluggish consumption → sluggish growth. This study then starts with where to begin to solve this problem. First, we identified Busan's specialized industry by using the location quotient. Unlike previous studies, strict criteria were applied to the designation of specialized industries, and these specialized industries were called 'Complete Specialized Industries' (CSIs). Busan has six CSIs such as textiles, wearing apparel, leather/luggage, basic metals, fabricated metal, and other machinery and equipment. Businesses and employees of the six CSIs account for more than 50 percent of small and medium-sized enterprises in Busan. Compared to other cities and provinces, Busan's six CSIs were not competitive. As a result of comparing the competitiveness of the four indicators, leather, bags and shoes were the only competitors in the globalization index. Meanwhile, a comparative analysis of the resource utilization efficiency confirmed the inefficiency of leather, bag and shoes, basic metal and fabricated metal. In some cases, Busan’s six CSIs were inefficient due to excessive input of resources. Given its competitiveness and efficiency, Busan should not simply extend support to the six CSIs. If we propose more effective and feasible policies in order for Busan to utilize the six CSIs to boost the local economy, it should expand export support. It is because the overseas sales portion of five of the six CSIs excluding clothing, apparel accessories, and fur is higher than the national average. In addition, we should consider that the six CSIs in Busan have a higher proportion of corporate sales than general consumer sales. However, considering the difficulty of attracting manufacturing conglomerates due to the characteristics of large cities, it is desirable to establish a collaborative network linking conglomerates of other regions and countries. Lastly, collaboration and industrial restructuring should be combined in the long term.
