최근에는 도시의 환경적, 경제적, 사회적 조화를 주제로 하는 문화·역사·정체성·생태 중심의 지속가능한 재생이 다양하게 제시되고 있다. 하지만, 도시 재생의 기반이 되는 도시 구조는 배제되어 있다. 이에 본 연구에서는 농·목축 지역을 배경으로 성장한 미국 텍사스주 러벅시의 도시 구조, 도시 및 재생 계획 분석을 기반으로 지속가능한 도시재생에 접근하였다. 러벅시는 1950년대에 기존의 약 300%나 되는 시역 확장에도 불구하고, 1970년대 이후 남서부 및서부로의 부유층 이전과 함께 도심 쇠퇴가 심화된다. 1980년대부터 주민 중심의 재개발을 위한 조직체가 구성되고, 민관기업 중심의 재생 계획 및 시행이 지속되고 있다. 본 연구에서는 최근의 도시 재생 관점, 도시 전체와의 연계라는 측면에서 지속 가능한 도시 재생 전략을 도출하였다.
Abstract
In recent years, various perspectives on the sustainable regeneration based on culture, history,identity, and the ecosystem have arisen in attempt to harmonize the environmental, economic, and socialissues of the city. However, these ideas did not consider the importance of urban structure for sustainableregeneration. This research attempts to reveal the fundamental characteristics of sustainable regenerationof Lubbock, Texas in the United States through the analysis of urban structure, city planning andcity regeneration planning. Despite the 300% expansion of city area in the 1950s, Lubbock’s civic centerdecreased in population due to middle class migration into southwestern and western suburbs. In the1980s, a redevelopment organization was established, and a private sector-centered regeneration plan wasimplemented. In this study, a new approach for urban regeneration was introduced, resulting in strategiesfocusing on the linkage of urban regeneration into the characteristics of the entire city.
