이 글에서는 박근혜정부의 창조경제정책의 문제점과 지역발전에의 함의점을 고찰했다. 정부의 과학기술 기반의창조산업정책은, 창조경제에서 ICT의 역할을 강조하고 있는 창업을 촉진하고 ICT 기반의 연구개발을 중심으로 협력적선순환 지식·기업생태계를 구축하는 것이다. 하지만 IT산업이 취약한 지역의 생태계에서의 배제는 더욱 가속화될 가능성이 크며, 나아가 지역격차의 확대에 기여할 가능성이 크다. 둘째, 창조경제와 이를 기반으로 하는 창도도시 논의는저성장시대로 접어들면서 창조산업의 선도적 역할이 축소되었으며, 나아가, 도시규모에 따라 차별적으로 작동해, 경제성장에 따른 급속한 공간적, 사회적 불균형을 가지고 있는 아시아지역의 도시공간체계 개선의 대안이 되기는 어렵다. 셋째, 기존의 테크노파크(TP), 기술혁신센터(TIC), 지역연구센터(RRC) 등의 모형을 답습한 창조경제혁신센터 모형은 기술 고착화의 위험성과 지역의 발전이 지체되고 현재의 상태에 안주할 수 있는 위험성이 있으며, ‘연관 다양성’의부족으로 인한 근본 문제도 있다. 창조경제의 원래의 의미를 회복하고, 창조경제의 구축이 아니라 창조경제 ‘생태계’를 구축하며, 지역의 발전을 위해 대기업에 의존하는 벤처창업중심이 아니라, 대학-기업-기방정부가 협력하여 학연·산·관이 공식, 비공식적 네트워크를 구성하고, 대학과 연구기관의 연구성과와 인력자원, 교육·훈련기능이 기업으로상시적으로 교호하고 지식이 수직, 수평적으로 교환되는 제도가 지역에 정착됨으로서, 혁신네트워크가 누적인과적으로 진화할 수 있는 학습지역으로 발전하는 정책이 요구된다.
Abstract
This paper criticized the recent Korean ‘creative economy policies’ focused on regional developmentalimplications. Even though the policies targeted to promote ICT new startups and build virtuouscircle of ICT industrial ecosystem in Korea as a whole, the outside regions of the Seoul-Busan industrialaxis where the bases of ICT industries are very weak would suffer from systematic exclusion in ICT investmentsand deepening regional disparities. Second, ICT-centered policies would selectively affect oroperate commensurate with the size of regions in this low-growth, after-financial crisis age. Third, thepossibilities of regional insularity and lock-in in these low levels of ‘related variety’ regions would worsenthe industrial competitiveness. Lastly, the policies should be reoriented to fortify region-based creativeeconomic ecosystem based upon triple helix learning region.
