지역금융시장에서 지역농협의 역할에 대한 실증적 연구 : 부산경남지역을 중심으로

초록

지역농협은 협동조합적 금융기관이다. 그러나 지역경제의 금융제약을 완화하기에 적합한 조직구조와 특성을 지니고 있다. 특정지역에서 한정된 고객=조합원을 상대로 영업하고 있기 때문이다. 지금 그것은 심각한 정체성의 위기에 직면하고 있다. 그러나 변화하는 환경에 적응하려고 노력해오면서 지역금융기관으로서 위상을 상당히 구축한 것으로 보인다. 이 글은 지역농협이 지역의 영세기업과 서민가계를 주된 고객으로 하면서 이들의 금융제약을 완화해주는데 많은 기여를 하고 있으며, 나아가 은행권이 상대적으로 관심을 적게 기울이는 농촌지역금융시장에서 독점적인 지위를 누리고 있다는 점을 밝히고 있다. 이 글은 지역농협의 영업기반을 실증적으로 분석한 최초의 글이라 할 수 있다. 한편 이러한 연구결과는 지역농협을 지역금융기관으로 육성해야 할 필요성이 있다는 것을 보여준다.

Abstract

The national agricultural cooperative federation is a kind of credit unions. But because it operates for a small group of members in a specified areas we can say that it has suitable structures and characteristics appropriate to ease regional financial constraints. Now it is suffering identity crisis. But trying to adapt itself to new environments it is changing into a regional financial institute. This paper tries to show that national agricultural cooperative federation serves to ease the financial constraints of small firms and households and has monopoly powers in rural financial markets. This is the first paper that surveys the operational grounds of national agricultural cooperative federation. The results reveal that national agricultural cooperative federation needs to be developed as a regional financial institute.
